The Global Green Growth Institute (GGGI), Africa Regional Office, is seeking a Partnership Programme Officer to be part of a Regional Office in Abidjan , Cote d’Ivoire . Reporting to the Senior Regional Business Development Officer , the Program Officer will be supporting the development of partnerships, drive resource mobilization, support bankable project proposal development, grants management and close-out. S/he will be expected to work as part of the integrated matrix structure and to collaborate with global colleagues. The role will ensure predictable and sustainable long-term funding, the development and management of long-term partnerships including and supporting the positioning of GGGI and its mandate globally. The role also provides advocacy support and the oversight, management, and quality control of entire proposal development processes, ensuring compliant and donor-responsive proposals that meets both funder and GGGI requirements and internal standards. Particularly, the Partnership Program Officer will guide and write proposals for resource partners. S/he will be an expert in writing proposals to support the resource mobilization efforts in response to GGGI global operational priorities and GGGI programmatic solutions, laid out in Strategy 2030 and Roadmap 2021-2025 (including green investments, climate action, climate resilient agriculture, sustainable forests, coastal resilience, waste management, sustainable mobility, green building, solar PV, green industries).

PURPOSE

  • Contribute to the identification, design, formulation and negotiation of new projects and programs and draft concept notes, project proposals, budgets, and legal agreements.
  • Initiate and/or participate in meetings with potential partners and ensure their systematic and timely follow-up.
  • Contribute to the analysis, mapping, and identification of potential opportunities with GGGI member countries, and partners, DFI/IFIs, intergovernmental organizations, foundations, NGOs, academia, think tanks and private sector.
  • keep abreast of evolving social, economic, and political trends.
  • Provide business intelligence and analysis of strategic partners to support meetings, projects, and negotiations.
  • Contribute to the ongoing research, development and implementation of best practices and innovative approaches to maximize performance and sustain achievements in project and partnership development.
  • Prepare and keep under review partnership plans in cooperation with relevant stakeholders (objectives, budget, outcomes, monitoring, evaluation), negotiating relevant agreements and ensuring that plans are implemented as agreed.
  • Identify prospective traditional and innovative funding sources and potential partners, including the private sector, funding mechanisms under multilateral environment agreements, connections, and entities outside of the climate finance sphere, increasingly broadening the donor base over time.
  • Support the preparation of donor reports in cooperation with the Regional/Country and Investment teams and submit to donors in a timely manner.
  • Identify and support opportunities to pilot innovative approaches that could be scaled up, working with government Parties, regional initiatives, International Partners (IOPs), and other partners.
  • Contribute to the organization of partner meetings and preparation of documents and reports regarding resource mobilization and outreach.
  • As this position sits within the Regional Partnership & Strategy Unit, other responsibilities and tasks related to communications, outreach and external affairs may be assigned such as the management and implementation of internal, national, and international signature events and campaigns as assigned to increase the visibility of GGGI, engaging with influencers and the public through social and other media

ENGAGEMENT

  • Collaborating closely with regional program staff to facilitate engagement with government ministries/agencies.
  • Ensuring that all materials, including jointly branded content, comply with our communication guidelines.
  • Coordinating with GGGI HQ’s Communications and Knowledge Sharing Unit and other event teams.
  • Collaborating with other units and divisions within GGGI to ensure integrated delivery as OneGGGI.
  • Liaising with country teams and project managers in your assigned region to ensure compliance with GGGI processes.
  • Working closely with the Regional Director to ensure effective country program delivery.
  • Establishing and nurturing relationships with service or goods providers.

DELIVERY

  • Produce high-quality technical proposal content, encompassing technical sections, management and staffing details, CVs, resumes, and executive summaries.
  • Identify and harness information sources, amalgamating basic concepts and raw data from both internal and external channels into a cohesive and comprehensive proposal.
  • Construct proposals by compiling information on project specifics, including objectives, outcomes, deliverables, implementation strategies, evaluation approaches, methods, schedules, staffing, budgets, performance benchmarks, and organizational credentials.
  • Write, revise, and edit drafts that meet the highest quality standards and comply with donor requirements.
  • Monitor and update tracking data, and coordinate with contributors to obtain their feedback. Maintain regular progress updates.
  • Guarantee timely and high-quality final submissions that align with donor regulations and guidelines while reflecting GGGI’s strategic priorities.
  • Edit proposals to ensure a consistent tone across sections authored by different writers.
  • Verify that the proposal content aligns with the Request for Proposals (RFP).
  • Include standard or approved proposal language for legal sections, adhering to company policy.
  • Assist the GGGI Africa Director and Head of Programs in identifying and pursuing structured donor engagement with strategic resource partners in the region.
  • Aid in implementing business processes for proposal development and resource mobilization.
  • Provide advice and support to programmatic units in this regard.

REQUIREMENTS

QUALIFICATIONS

  • Bachelor’s degree in business administration, economics, finance, political science, international relations, development, or other areas related to green growth.
  • Preferably 5-7 years of relevant experience in business development and writing proposals . Or a minimum of 3 years’ experience for candidates with a Master’s Degree in one of the above field.
  • Proven experience in writing private sector proposals for climate finance /resources mobilization.
  • Excellent analytical and writing skills.
  • Excellent organizational and communication skills.
  • Excellent knowledge of English and French both spoken and written.
  • Experience in supporting governments in Africa on climate finance issues will be an asset.
  • Experience in producing high-quality documentation and designing presentation material is a must.

WORKING CONDITIONS

The Officer is an X8 grade level in GGGI’s Cote d’Ivoire salary scale. Determination of base salary is subject to candidate’s experience, academic background, and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, days of annual leave, and private health insurance.
