The Regional Support Team for Asia and the Pacific (RSTAP) provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes, and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the RSTAP promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.Main tasks and Responsibilities of the Position:
Under the overall guidance of the Regional Director, and the direct supervision of the Senior Adviser, Policy, Knowledge and Partnerships, the Partnerships and Resource Mobilization Officer provides technical expertise in partnership development, resource mobilization and coordination at the operational level and supports the RST and country offices in Asia and the Pacific to build and maintain partnerships and donor relations, mobilize funds for programmatic work, and strengthen knowledge management and communications.
The incumbent performs the following duties:
1. Resource mobilization and partnership development.
a) Facilitate partnerships with governments, multilateral institutions and key stakeholders including in the private sector.
b) Support RST and UCO staff to strengthen donor and partner relations.
c) Contribute to the resource mobilization strategy and its implementation and identify innovative opportunities for increasing financial support.
d) Work with staff in the RST, country offices and global center to develop funding applications, mobilize other resources and engage partners in key activities.
e) Engage with staff, consultants and partners, where relevant, to research, develop and coordinate partnerships for the Asia and the Pacific region and country offices, including identifying potential new donors and developing partnership pitches and funding proposals, and advising colleagues on donor priorities and interests.
f) Develop concept papers, proposals, and agreements for submission to external funders, and advise on these approaches.
g) Collaborate with external resource mobilization teams in Cosponsor organizations and beyond, for joint resource mobilization.
h) Negotiate with government ministries, agencies and other partners on contracts, funding extensions and reprogramming, in consultation with other relevant UNAIDS organizational units.
i) Support training for staff on developing funding proposals, managing awards and working with donors and partners.
2. Donor relationship management.
a) Provide direct support to managing strategic partnerships at the regional and national levels, including for resource mobilization, grant applications and periodic reporting.
b) Supports relationships with current and potential donors including the Global Fund (GF), DFAT, PEPFAR, USAID, CDC, L’Initiative, Japan and others as relevant.
c) Serve as the focal point for designated partners, organise regular meetings with donors, and handle enquiries and requests for information.
d) Work with regional and country staff to compile annual reports to donors and periodic reports on implementation and programmatic status updates.
e) Organise periodic evaluations and data sharing, and support site visits, stakeholder engagement and partnership publicity efforts.
f) Support the engagement of regional staff in partner meetings including PEPFAR ROPs and COPs in Asia Pacific, as relevant.
g) Track and consolidate information from countries in the AP region about their engagement with key partners including GF, DFAT and PEPFAR.
3. Knowledge management and collaboration
a) Develop and maintain databases including on donors, to understand available and committed resources, track reporting and application deadlines, and identify emergingn donors and partnership opportunities.
b) Work with internal counterparts to share information, to ensure donor visibility and that donor conditions are met.
c) Extract learning points from periodic reports and other programme outputs and share these to relevant parties including to support visibility and applications for further funding.
d) Analyse programme results and progress against targets including the 2021-2026 Global AIDS Strategy.
e) Maintain optimal two-way communication with the UNAIDS Global Centre on partnerships and resource mobilisation.
f) Contribute to efforts to ensure alignment between PEPFAR, GF and DFAT investments and overall cost-effectiveness of programme activities.
g) All other related duties as assigned.REQUIRED QUALIFICATIONS Education:
Essential:
Advance university degree at the Master’s level or equivalent in public health, economics, international relations, public affairs, development studies and/or management.
First university degree and seven (7) years’ experience will be considered as equivalent.
Desirable:
Degree in politics, political-economy, economics, international relations, public health, or another relevant field.Competencies:

Essential:
A minimum of five (5) years’ experience in partnership development, institutional relationship management, fund raising, donor relations, and/or policy implementation at national, regional and/or international levels. Experience in collation and synthesis of data on complex and dynamic issues, including some appreciation of their political complexities, and written and verbal communication thereof.
Desirable:
Experience in negotiation and consultation with operational level counterparts of government and civil society.Languages:
Essential: Proficiency in English.
Desirable: Working knowledge of another UN languageAdditional Information:
Ability to disseminate good administrative/management practices including through learning activities.
Ability to act as a credible voice in the operations field of work, including to identify opportunities for improvement, establish effective frameworks and maintain and grow relationships with internal and external organizational stakeholders.
