The Center for Strategic and International Studies (CSIS) is a non-profit, bipartisan public policy organization established in 1962 to provide strategic insights and practical policy solutions to decision makers concerned with global security and prosperity. Over the years, it has grown to be one of the largest organizations of its kind, with a staff of approximately 200 employees, including more than 120 analysts working to address the changing dynamics of international security across the globe.
The Payroll Administrator will be responsible for fully and accurately managing and processing a bi-weekly payroll cycle for 350+ employees and interns.  This position serves as the primary liaison to CSIS staff on all payroll related inquiries or requests, as well as outside payroll related vendors for those payroll functions which are outsourced. The Payroll Administrator will also be responsible for the accuracy, completeness, and integrity of employee data in ADP PayEx. Finally, this position serves as the Human Resources team lead on all payroll related requests, schedule preparation, and reporting required to support the annual 403(b) audit and annual W2 and Form 990 filings.
The salary band for this role is $60,000-$70,000 commensurate with experience.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Essential functions may include, but are not limited to the following:
Payroll responsibilities:
• Manage full cycle of payroll and ensure compliance with all laws,
• Accurately process personnel actions such as new hire appointments, promotions, merit and pay increments and transfers for 350+ employees
• Assist in setting up new hires in payroll.
• Lead role in ADP system upgrades and migrations.
• Coordinate with F&A to update Microsoft Dynamics SL, Databasics, and Concur for new hires, terminations, and leaves of absence; as well as all payroll related transactions including pay increases, garnishments, manual checks, bonuses, and additional compensation.
• Lead role in on boarding and on-going training of staff and interns.
• Process garnishments, third party sick pay, manual checks, bonuses, stipends and pay advances.
• Review and process that all 350+ employees and interns are on the roster are being paid during each pay period.
• Ensure tax forms are properly completed by all employees and interns. This includes ensuring that the proper tax form is assigned to employees and interns based on their domicile.
• Process annual W2s and maintain payroll reports.
• Ensure the intern spreadsheet is properly updated with start dates and end dates.
403-B Administration and compliance:
• Knowledge of all compliance requirements and understand Summary Plan Description (SPD).
• Understand IRS contribution limits and apply them to plan participants.
• Collaborate with HR to ensure eligibility requirements have been met for loans and hardship withdrawal,
• Ensure employee pension deduction codes are set up and flow over for pretax contributions and employer/employee matches.
• Remit all contribution to TIAA within three days after pay day.
• Reconcile 403b employer and employee contributions monthly.
• Lead role on preparing schedules for the annual 403b audit and preparation of form 5500.
• Other duties as assigned.
KNOWLEDGE, EDUCATION, AND EXPERIENCE:
• Must have high school diploma and at least two (2) to four (4) years of payroll experience.
• CPP designation preferred.
• Proficiency in ADP Workforce Now, and Microsoft Office Suite strongly preferred.
• Experience with Rival/SilkRoad preferred.
• Detail-oriented as well as strong organizational, analytical, and problem-solving skills.
• Excellent verbal and written communication and customer service skills.
• Ability to work independently and with as a team.
