I. Background and Organizational Context

The UN Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 46 least developed countries (LDCs). UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.
UNCDF’s financing models work through three channels: (1) inclusive digital economies, which connect individuals, households, and small businesses with financial eco-systems that catalyze participation in the local economy, and provide tools to climb out of poverty and manage financial lives; (2) local development finance, which drives structural transformation of localities through policy and regulatory reform, fiscal decentralization, innovative municipal finance, and project finance to unlock capital flows to the local level, combined local economic expansion and sustainable development; and (3) investment finance, which provides catalytic financial structuring, de-risking, and capital deployment to drive SDG impact and domestic resource mobilization.
By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to SDG 1 on eradicating poverty with a focus on reaching the last mile and addressing exclusion and inequalities of access. At the same time, UNCDF deploys its capital finance mandate in line with SDG 17 on the means of implementation, to unlock public and private finance for the poor at the local level. By identifying those market segments where innovative financing models can have a transformational impact in helping to reach the last mile, UNCDF contributes to a number of different SDGs and currently to 28 of 169 targets.
To that effect, Office of Finance and Management services (FMS) aim at enhancing the institutional effectiveness of UNCDF through operational solutions, development of management policies, prescriptive content, and overall management of all operational, resource management and financial aspects of the organization. FMS based in UNCDF Headquarters, New York, along with out-posted staff across regional and field offices oversees policy adherence, safeguarding UNCDF and Executive Secretary’s accountability while providing advisory, transactional services and support to UNCDF in its core functional areas of accounts and finance; human resources; operations and procurement; and information technology.
II. Position Purpose
Considering the scope of increasing coverage, it is deemed necessary to recruit a Payroll Associate to support with the financial aspects of HR. The Payroll Associate will report to the HR Specialist and is expected to work closely with Human Resources, procurement and Finance teams located in Headquarters as well as regional, field offices, programme and operations colleagues. The Payroll Associate is expected to support the operations team in full accordance and compliance with UNCDF/UNDP rules and regulations and should ensure accuracy, transparency and integrity with a high degree of quality assurance in performing the functions of this post.
III. Key Duties and Accountabilities
The Payroll Associate’s responsibilities will cover the following broad functional areas:
- Serve as the focal point for position COA update in ERP system, make sure position COA entered has valid combination and enough budget.
- Be the focal point for payroll related queries and assist in solving issues related to Global Payroll. Follow-up resolution of payroll posting errors.
- Liaise with GSSC to ensure timely posting of payroll expenditures to the General Ledger for UNCDF.
- Ensure Global Payroll expenditures are accurately reflected in the General Ledger reconciliation.
- Serve as a backup for processing payment of benefit entitlements and NPSA/IPSA payroll as required.
- Manage and monitor staff receivables, reconcile and follow up on outstanding staff receivable on quarterly basis.
- Monitoring of mandatory training completion.
- Run HR reports and respond to related queries.
- Be the focal point for specialized HR/payroll reports.
- Provide support on HR and Financial policies and procedures related to payroll.
- Support HR team with position management including creation of position and any subsequent updates.
- Internship and Fellowship management in ERP (drafting of contract, enrolment and payment in Atlas/Quantum).
- Contribute to knowledge management, particularly with fields Office.
- Undertake other related tasks as required.
- Serve as focal point to liaise with GSSC on Atlas/Quantum Global Payroll banking setup such as source banks and employee destination banks setup to achieve fluidity of payments.

VI. Required Skills and Experience
Education
- Secondary Education, preferably with specialized certification in Accounting and Finance;
- First Level University Degree in Business or Public Administration, Economics, Political or Social Sciences or related fields is highly desirable, but it is not a requirement;
- Accounting qualification from an internationally recognized institute of accountancy will be an added advantage.
Experience, Knowledge, and Skills
- Minimum seven 7 years of progressively responsible administrative or Operations experience is required at the national or international level;
- Candidates having Bachelor’s degree or equivalent, will require a minimum of four years of relevant work experience;
- Specialized training in office management and administration is highly desirable;
- Experience with a UN organization/agency is desirable;
- Experience with ERP system ATLAS/Quantum and UNDP HR, finance and procurement processes, policies & procedures is highly desired, but not a requirement.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems is required;
- Experience with UNCDF/UNDP/UN financial information systems, policies and practices will be an added advantage;
- Full working proficiency in English is required (both written and spoken);
- Working proficiency in French considered an asset.
