The International Service for Remunerations and Pensions (www.sirp-isrp.org)  is a Service committed to provide studies on remuneration and pension policies of International Civil Servants and to operate the administration of pensions for the Co-ordinated Organisations (OECD, NATO, the European Space Agency, the Council of Europe, the European Centre for Medium-Range Weather Forecasts and the European Organisation for the Exploitation of Meteorological Satellites) and other International Organisations. The ISRP also administers pension reserve funds for several International Organisations.

The ISRP is administratively attached to the OECD.

The ISRP is looking for a payroll system analyst whose main duties will be to participate in systems analysis, ensure the development of and support for computer programmes for use in administrative and financial applications, adapt commercial application software packages to the requirements of the ISRP and provide support for users of the systems, of which the HR Access V9 payroll software package. He/She will work under the supervision of the Head of Service.

Main Responsibilities

Development and implementation of computer  programmes

  • Develop, test and set up computer programmes for the administrative and financial operations carried out by the ISRP.
  • In liaison with client Organisations, define database structures, screen lay-outs, data formats, data input/output flows and control processes.
  • Participate in the migration of existing applications to new platforms, and in parallel processing and post-implementation reviews.
  • Implement the migration of Client/Server software to Full Web Applications, and the search/reporting systems used to retrieve data for administrative or reporting purposes.
  • Evaluate and set up commercial applications software packages, adapt them to the specific requirements of the ISRP and implement new releases and additional features, where necessary.

Procedures and documentation

  • Develop, implement and document computer procedures and programmes for automatic data input.
  • Establish and periodically review procedures to ensure the availability, optimal functioning, integrity and security of application and related system software.
  • Prepare and maintain corresponding documentation of  operating procedures, data and work flows, user processes and system controls.
  • Prepare end-users documentation and keep it up to date. Train users and assist them in the appropriate use of the applications. Follow up on problems encountered, in liaison with the OECD IT Service staff and software suppliers.

Monitoring of accounting applications

  • Ensure the smooth running of the software used for general accounting, monthly pay auditing by an outside firm and national/international electronic transfers to the banks selected by the Organisations, and the applications  software developed specifically for the ISRP.

Other tasks

  • Carry out other related tasks as required.

Ideal Candidate Profile

Academic Background

  • A Master’s degree in information technology or equivalent.

Professional Background

  • A minimum of three years experience of the development and support for computer programmes for use in administrative and financial applications.

Tools

  • Very good programming skills (Powershell, linux/Unix Shell, SQL, PHP,  Javascript, HTML, CSS, XML, Cobol) demonstrated through several year experience, preferably in the field of computerised administrative and financial management systems.
  • Good knowledge of modern programming languages, application development tools and project development methods (system programming: C, C , Java, Python; framework Web: Symphony, Bootstrap);

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • Three-year fixed term appointment, with the possibility of renewal.

  • Depending on level of experience, monthly salary starts at either 8232.66 EUR or 9567.29 EUR, plus allowances based on eligibility, exempt of French income tax.
