Your team

Within the The European Green Sky Directorate, the “Aviation Intelligence” service is responsible for leveraging EUROCONTROL data and analytical insights to promote Agency’s expertise and coordinating the activities of the Business Intelligence and Statistics service towards the achievement of the overall objectives of EGSD and achieving synergies.

Your role

Your role will be to:

  • Collect operational data from various sources (e.g. airlines, airports, Network Manager, etc) under the EUROCONTROL voluntary and SES Performance Scheme data collection from external stakeholders; perform quality-check and follow-up of new data-feed agreements.
  • Investigate and analyse air transport delays, formulate recommendations and advise stakeholders’ on potential performance improvements using CODA data and tools, to the benefit of the Network overall.
  • Design, provide and publish statistics to enable the measurement and understanding of all-causes delay drivers and its impact on performance at Network, airport and airline level (e.g. ansperformance.eu).
  • Keep abreast of latest developments in the area of expertise and contribute to further improve existing methods, tools and dashboards for monitoring all air transport delays, and develop new services aligned with emerging needs (e.g. MIRROR, EATIN projects).
  • Produce and maintain technical documentation and working papers.
  • Collaborate effectively with internal/external stakeholders and partners (e.g. ACI-Europe, AIRE, IATA, ERA, etc), and ensure alignment of CODA’s best practice with global standards, such as those of IATA.
  • Support the report production cycle by collating data, drafting analyses, reviewing technical documentation, etc.
  • Contribute and participate to projects, studies, meetings, etc and respond to ad-hoc requests as needed.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • University studies of at least 4 years in a relevant domain or university studies of at least 3 years plus 1 year relevant professional experience or professional training of an equivalent level.

  • In addition, a minimum of 3 years of relevant working experience.
  • Knowledge of airline flight and ground operations and their networks (airline scheduling and airport slots, FD/FOO license, UDPP, A-CDM, NM NOP/NMP).
  • Experience with analytical tools (like Power BI, SAS Enterprise Guide, Excel, etc); combined with the ability to identify connections, patterns and trends.
  • Drafting skills in English.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become basic user of French at level A1/A2 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications .
