Our organisation

Joint Force Command Brunssum (JFCBS) provides a Joint headquarters to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by Supreme Allied Commander Europe (SACEUR).

The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating Support staff functions.

The J1 “HR” Division is responsible for developing, planning, preparing, and executing the HQ’s human resource plans and programmes.

The Civilian Personnel Branch is a shared services provider for NATO bodies, units & activities for which it develops, plans, executes, and implements policies & procedures pertaining to recruitment, life-cycle personnel management, training, and development, conflict resolution, remuneration, deployment and separation of civilian staff assigned to JFC Brunssum, NCIA Brunssum, Wesel and Uedem.

The incumbent supervises and manages the complete life-cycle personnel administration and recruitment of all assigned (categories of) civilian personnel and when tasked, manages a civilian HR office in the theatre of operations or in a reach-back setting, oversees and manages/administers civilians involved in Alliance Operations and Missions (AOMs).

 

The Personnel Manager:

– Supervises and manages the complete HR life-cycle administration and recruitment of all assigned (categories of) civilian personnel.

– Interacts with commanders/activity chiefs regarding the proper organisational utilisation of assigned civilians.

– Intervenes with commanders/activity chiefs with corrective measures (organisational and/or individual) regarding the utilisation of assigned civilians (resources).

– When tasked, establishes a civilian HR office in theatre at start of operations or in a reach-back setting.

– Interprets and proposes changes to civilian personnel policies and directives.

– Directly assists in negotiating conditions of employment / host nation collective labour agreements for local employed personnel.

– Fulfils the role of the Contract Officer’s Technical Representative for local Medical Consultancy.

– Directly assists in establishing conditions of employment in area of operations.

– Counsels staff and supervisors regarding conditions of employment.

–  Assists in preparing civilian-related budget submissions (HQ and operational).

– Manages the execution of all aspects of the deployment of civilians to an area of operations, including readiness preparation and training, force employment planning, actual deployment, re-deployment.

– Oversees the deployment of civilians from other NATO Bodies to AOMs that fall under the responsibility of the JF HQ.

– Proposes new policies and revisions to existing ones regarding the readiness of civilians for AOMs in general and for mission-specific cases.

– Proposes new policies and revisions regarding the conditions of employment of civilians (international and local status) in support of AOMs.

–  Participates in ACO and other Working Groups for own functional area HR issues and operational planning.

– Legally accountable for the employment contracts and contract terminations for all civilian Staff employed by the organisation.

– Holds delegated authority to commit the organization to funding obligations – making commitments to spend money.

– Authorised to make decisions within own functional area and also with coordination within HQ and with counterparts in lateral, subordinate and superior HQs. Decisions affect the commitment of the command to a course of action.

– Authority to task and intervene to adjust the day to day work priorities of the assigned functional area staff.

– Managerial Responsibilities:

– Chairperson Social Medical Team (SMT).

– Manages and directs the Life Cycle Management & Recruitment Office that includes 7 A and B grade staff members.

– Maintains contact with HR counterparts of other NATO Bodies (NBs) for discussing and dealing with matters related to the deployment of NATO Civilian Staff.

– Supports the Branch Head during the screening/approval process of the annual budget estimates.

 

Special Requirements

The work is normally performed in a normal NATO office working environment.

Normal Working Conditions apply.

The candidate has to be deployable to other countries worldwide as part of a NATO mission. The employee may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days of duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian (NIC) staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

 

Required Qualifications

– University Degree in human resources management, business or public administration, law, social sciences, or related field / subject OR Higher Secondary education and completed advanced vocational training in Human Resource Management leading to a professional qualification or professional accreditation.

– Minimum five years of professional experience in HR management.

– Three years’ experience in the management of a HR team  (5-10 full time equivalents) covering the full range of HR roles & task to include recruitment, staff  development, performance management,  absence management, crisis resolution, discipline and providing advice to managers.

– Experience in the application of Host Nation (NLD) labour law.

– Managerial experience applying Host Nation (NLD) civil servant HR policy and regulations.

– English – good – NATO Standard Language Proficiency 3333 (Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

– Dutch (Host Nation language) – very good – NATO Standard Language Proficiency 4444 (Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.

 

Desirable Qualifications

– Mediation/Counselling skills experience.

– Experience coordinating Labour relations.

– Experience in change and project Management.

– Proven experience with HR automation tools /applications.

– Extensive and up to date knowledge of Host Nation (NLD) Social Security Legislation.

The successful selected candidate needs to complete a NATO medical examination and have a NATO security clearance before an employment offer will be released.

The medical examination will take place with our medical consultant and is required to determine if the recommended candidate is fit to perform the duties and is deployable to NATO’s areas of operation.
