GENERAL INFORMATION

  • Contract Duration: September 2024 – August 2026
  • Estimated Workdays: 140 days (280 days part time, preferably, the consultant may be required to work part-time modality)

  • Daily Rate: The daily rate for this contract is USD 100 (USD 14,000/140 workdays). One workday is defined as eight (08) work hours but the hiring unit may request the consultant to work half days over 280 days, instead. In that case, the daily rate will be prorated accordingly based on the agreed-upon daily rate.
PROJECT BACKGROUND

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries development priorities.

Peru’s progress in advancing the implementation of its climate policy has been slow, with the country’s greenhouse gas (GHG) emissions, excluding land use, land-use change, and forestry (LULUCF), increasing by 90% from about 54 MtCO2eq in 1990 to 109 MtCO2eq in 2021. Simultaneously, Peru’s economy and its population are highly vulnerable to climate change, especially water and food insecurity.

Peru faces significant barriers to addressing climate change, including limited institutional capacity to integrate environmental, social, and climate considerations into financial planning and public debt tools; a local financial sector unable to effectively screen and mitigate climate risks; these challenges affect the MEF, the Ministry of Environment (MINAM), the Superintendence of Banking, Insurance, and Private Pension Funds Administrators (SBS), and the Superintendence of Securities Market (SMV), as well as local financial institutions.

Furthermore, the lack of mechanisms to integrate climate change considerations into Public Private Partnerships (PPPs) mainly affects ministerial agencies in different sectors and regional or local governments in Peru. This context exposes a constrained institutional ability to tap into international environmental or climate funds like the GCF, for example. As a result, the country’s climate action, sustainable development, and infrastructure resilience efforts are hindered, making it more vulnerable to the impacts of climate change and the impact on ecosystems (and the ecosystem services they provide).

The GGGI program aims to support the Government of Peru to boost climate finance efforts by delivering a set of complementary workstreams:

  • Workstream 1: Building the institutional capacity of the Ministry of Economy and Finance, the Ministry of Environment, and the Superintendence of Banking, Insurance, and Private Pension Funds Administrators (SBS) to integrate environmental, social, and climate change considerations into public debt instruments, financial planning, and regulation.
  • Workstream 2: Greening Peru’s financial market.
  • Workstream 3: Developing a strategic framework for low-carbon, climate-resilient PPPs.
  • Workstream 4: Accelerating access to the Green Climate Fund.
OBJECTIVES OF THE ASSIGNMENT

(1) General Objective

This consultancy aims to support the development and implementation of a communications plan that contributes to the positioning of the GCF Readiness Project in Peru, implemented by GGGI within strategic stakeholders. The consultant will design and help to GGGI staff to implement a communications plan, aiming to reach the established objectives, and ensuring the development of the necessary deliverables to properly execute a communications plan.

(2) Specific Objectives

  • Support GGGI staff in the design and implementation of the project communication plan.
  • Design and develop readiness-related communication materials, including press releases, social media posts, videos, media announcements, etc.
  • Assist in facilitating events, workshops, and training programs.
  • Provide ad hoc communication advice to project stakeholders.
SCOPE OF WORK

This is a daily fee rate consultancy. The consultant could work in a part-time scheme. This assignment is to be completed in 140 workdays within the contract period. The consultant will have access to GGGI resources that can be used in preparing the deliverables and implementing the activities in a communication plan.

During the first week of the assignment, the consultant will establish the consultancy’s reporting arrangements by collaborating with the GGGI Staff, and reporting to the Project Manager. The project manager may request that the consultant work on a site basis or at event sites during the consulting days. The consultant, in coordination with GGGI staff, may address the requirements of the NDA office related to the readiness project activities.

The scope of work of this consultancy includes:

  • Develop a proposal for a communication plan in accordance with the project’s lines of work. Once this proposal has been approved by the GGGI team, the consultant will support its implementation.
  • Prepare a work plan for the implementation of the project communication plan. This should consider the main strategic milestones associated with the project activities.
  • Design of all related knowledge-sharing, awareness-raising, and outreach material (including flagships).
  • Design layout templates for all publications, reports, briefs, presentations, social media cards, etc. in accordance with GGGI and partner standards and guidelines.
  • Design of social media posts and blog posts.
  • Ensure that all communication materials, GGGI staff and project partners’ communication offices comply with GGGI’s communication policies and identity manuals.
  • Design information material, brochures, flyers, project factsheets and other materials following GGGI’s brand guidelines.
  • Elaborate press releases for the key activities and events of the project.
  • Support the GGGI staff in organizing and covering events through photography and multimedia productions, and recording interviews, among others.
  • Provide key strategic partners (MEF, MINAM, SBS and SMV) with communication materials under the project outcomes for use on their respective social media platforms.
  • In cooperation with the GGGI Communication Team, the consultant will participate in the conceptualization and execution of communication campaigns and social media plans for the project.
  • Collaborate with the development of key documents and presentations related to the project activities.
  • Other activities to ensure the positioning of project deliverables.

The communication plan content to be produced, should mainly consider:

  • Develop the core messages to communicate considering the expected outcomes, outputs, key activities of the project, and the stakeholder audience.
  • Create a timeline to communicate the core messages and deliver the communication materials throughout the project lifecycle.
  • Promotion of project activities, such as the results of consultations, workshops, protocol events, etc.

The consultant is expected to adhere to the branding standards of GGGI and the other entities involved in the Project (such as Ministries, financial regulators or private institutions), as well as the communication policies of each one.

COORDINATION AND COMPLIANCE
  • The communication consultant will work with GGGI Staff and will report to the Project Manager. As part of his/her duties, he/she will be instructed by the GGGI team to support GGGI staff and project partners’ communication offices, such as MEF, MINAM or others.
  • The consultant shall, at the beginning of the assignment, develop and agree upon a work plan for his or her tasks following the work plan and the Project Readiness and Preparatory Support Proposal Template. This shall include a proposal for the number of workdays (part-time) required for each set of activities and deliverables.
  • Throughout the contract, the consultant is required to produce timesheets documenting their half-day utilization of time for the project.
  • The daily rate for this contract is USD 100 (USD 14,000/140 workdays). EXPERTISE REQUIRED
  • Bachelor’s degree in communication, journalism, audiovisual communication, graphic design, marketing, or related fields.
  • At least 3 years of professional experience working in communication areas, working in media, journalism, communications and marketing, or in closely related external relations contexts. Desirable experience working with government and/or international organizations.
  • At least 2 professional experiences in developing and implementing communication campaigns on topics related to green, climate or sustainable finance, green or sustainable growth, green banking, economic cooperation, climate change, or other sustainable development matters.
  • Preferably, experience working in institutional or social communications with institutions and/or working in the integration of multimedia communication products for organizations (public or private) or marketing agencies.
  • Fluent in Spanish and English (writing abilities).
KNOWLEDGE AND SKILLS
  • Strong interpersonal and communication skills and a proven ability to develop, maintain, and enhance relationships with a variety of internal and external contacts.
  • Graphic design skills and ability to use Microsoft Suite, Adobe Creative Cloud tools (Photoshop, Illustrator, InDesign, Premiere Pro, etc.), and/or other platforms.
  • Skills in working with multidisciplinary groups.
  • Outstanding news writing and editing skills.
  • Desirable, familiarity with the GCF and/or other environmental funds.
ADMINISTRATIVE INFORMATION

Applicants must submit the following documents to GGGI:

  • Cover letter, CV, and example of at least two factsheets, infographics, or other communications samples for which the candidate was the lead author or developer in previous roles or assignments.
  • Successful candidates must be a national or resident of Peru and be able to receive payments in the country.
