PROJECT BACKGROUND
In Peru, GGGI, in consortium with the World Agroforestry Center (ICRAF) and the Peruvian Society of Environmental Law (SPDA), is implementing the project “AgroFor: Consortium for the Promotion of Assignments in Use for Agroforestry Systems” financed by the Norwegian government . This initiative will help the government of Peru to create the institutional, technical and financial enabling conditions to allow the successful implementation at scale of agroforestry concessions in the Peruvian Amazon. Through the CUSAF, family farmers will access qualifying titles for their lands conditional on the implementation of sustainable land use practices, with technical support and financial incentives.
Through objective 1 of the project (Intermediate Outcome 1.1), it seeks to strengthen the institutional and regulatory framework through the creation of planning instruments and public budgets to grant CUSAF. In this sense, GGGI provides technical assistance to different entities, such as the Regional Government of Loreto (GOREL), which are involved in strengthening, improving or optimizing the process of granting concessions in use for agroforestry systems (CUSAF) [1].
In this context, GGGI requires the hiring of a consultant specialized in Invierte.PE to prepare the pre-investment study at the profile level of an investment project linked to improving the process of granting assignments in use for systems agroforestry (CUSAF), in the province of Maynas of the department of Loreto.
[1] The CUSAF is:
- A permit (authorizing title), granted by the Regional Government of Loreto, through GERFOR. The CUSAF formalizes agricultural, forestry, livestock and other activities that are carried out for the purpose of forest production and recovery, in areas of special treatment for agroforestry, silvopastoral production or recovery zones, in accordance with Forest Zoning.
- A new tenure category created by the Peruvian Forest and Wildlife Law (Law No. 29763), which seeks to formalize small producers who have occupied forest land, on the condition that they establish agroforestry systems in these areas. This new tenure category is valid for those who invaded public forest lands before 2011, and grants rights to the land and forest resources for a renewable period of 40 years. In 2016, SERFOR approved the guidelines for the granting of Assignment-in-Use Contracts for Agroforestry Systems, with which the process of implementing this type of tenure began.
- Pursuant to Law No. 29763 (Forestry and Wildlife Law), it allows formalizing natural persons who, before July 22, 2011, have carried out continuously, publicly, and peacefully agricultural and forestry activities, in an area no larger than 100 hectares, approved by Supreme Decree No. 020-2015-MINAGRI, where it establishes the conditions and requirements for the granting of the use assignment contract that is granted according to the guidelines approved by SERFOR.
OBJECTIVES OF THE ASSIGNMENT
Prepare a pre-investment study at the profile level for an investment project based on idea code 163282, delimiting the intervention in the province of Maynas, department of Loreto.
- To know the diagnosis of the situational state of the CUSAF in the province of Maynas, department of Loreto.
- Determine the specific areas of influence of the investment project; Identify the main communities to intervene.
- Define the problem and the objectives of the investment project.
- Carry out the market study of the CUSAF granting service in the department of Loreto.
- Determine the technical study of the investment project, identifying the analysis of the optimal size, location, technology and optimum investment moment.
- Identify the social costs and benefits of the investment project.
- Identify types of soils in the CUSAF grant areas for agroforestry systems; in turn determine the main species to use according to the type of soil.
- Prepare the investment project implementation plan.
- Identify the sustainability of the investment project.
ACTIVITIES
- Prepare the Work Plan indicating the methodology, products to be delivered, activities and schedule of activities.
- Define the gap indicator associated with the pre-investment study, taking into account previous experiences in the department of San Martin and a previous consultancy in the department of Loreto. For this purpose, Annex No. 2 – Classifier of Functional Responsibility of the National System of Multiannual Programming and Investment Management must be reviewed. Likewise, the election of the Regional Government of Loreto and GGGI must be supported.
- Formulate the pre-investment study at the profile level, which is related to the implementation of CUSAF, in accordance with the provisions of numeral 23.4 of Directive No. 001-2019-EF/63.01 – General Directive of the National System of Multi-year Programming and Investment Management. Likewise, for the structure, consider the provisions of Annex No. 07 – Minimum Content of the Pre-investment Study at the profile level for investment projects of the aforementioned directive.
For point 3, please consider the following :
3.1. Numeral 2.1 Diagnosis of Section 2. Identification of Annex No. 07:
a) Review and analyze the regulations (MEF, MIDAGRI, MINAM other sectors) related to the Formulation of Investment Studies.
b) Define the potential population and characterize it (sex, age, poverty level, education level, connectivity, basic services, productive/commercial activity, etc.). For this activity, primary information collected in a previous consultancy that included the provinces of Maynas and Alto Amazonas will be used.
c) Determine the need for the service to be granted, current situation in relation to the granting of CUSAF.
d) Analyze Regional Geospatial Data related to the Implementation of CUSAF and deforestation in the districts of Fernando Lores and San Juan Bautista in the province of Maynas, at the population center level.
e) Carry out stakeholder analysis (considering gender and cultural issues in a transversal manner) in order to know the potential risks or benefits with the execution of the project.
f) Carry out focus group sessions and in-depth interviews in order to validate the primary information collected in a previous consultancy that included the province of Alto Amazonas. At least 3 focus groups and 3 in-depth interviews must be carried out. The information of the producers location of the plots (must be analyzed) in such a way that they are potential areas with CUSAF.
g) Analyze documentation and/or institutional processes related to CUSAF Implementation
h) Carry out Field Visits to possible “beneficiaries” of CUSAF Contracts in order to know the expectation and characterization of the target population.
i) Identify the areas of possible influence of the project, and accordingly, through the specialists, take a georeferencing point of the plots of the possible beneficiaries; also evaluate the types of soil of each plot.
j) Organize, convene and carry out Socialization Workshops with possible “beneficiaries” ensuring that the workshops are carried out with gender and cultural considerations relevant to CUSAF Contracts in order for them to know the benefit of having this qualifying title and answer any doubts or questions that may arise. have the beneficiaries with respect to the CUSAF granting service (in these workshops they will ensure the application of specific protocols due to the pandemic).
k) Analyze Institutional and/or inter-institutional Directives related to CUSAF, as well as relevant documents generated within the framework of the AGROFOR Project.
l) Other necessary activities proposed by the company or institution or by the Sub-Management of Forestry and Wildlife Management of GERFOR, formulating unit of GOREL or GGGI
3.2. Number 3.2 “Market Analysis” of Section 3. Formulation of Annex No. 07:
a) Determine the current demand in relation to the granting of CUSAF or another need that has been identified in the diagnosis and in the fundamental means
b) Determine the current offer and the optimized one regarding the granting of CUSAF or another need that has been identified in the diagnosis and in the fundamental means
c) Determine the projection regarding the CUSAF grants or need that has been identified in the diagnosis and in the fundamental means.
d) Determine possible components of the agroforestry system and present the study of the supply and demand of each species to work in the agroforestry systems of the CUSAF.
e) Determine the existing gap and consequently the dimensioning of the project.
3.3. Numeral 3.5 “Project costs at market prices” of Section 3. Formulation of Annex No. 07:
a) Take into account the results of the consultancy Development of a cost structure proposal for Agroforestry Concessions (Assignment-in-Use Contracts for Agroforestry Systems) in Peru.
3.4. Numeral 4.1 “Social Evaluation” of Section 4. Evaluation of Annex No. 07:
a) The consultant must propose the method for the identification of benefits and social costs, which must be validated by the Formulation Unit of the Regional Government of Loreto and GGGI.
- Register Form No. 07-A of Directive No. 001-2019-EF/63.01.
- According to the investment cost calculated for the investment study, use for the minimum content, Annex No. 07 or respective format ( Format No. 06-A or Format No. 06-B) of Directive No. 001-2019 -EF/63.01.
- If applicable, carry out the survey of observations to the formulated pre-investment study.
- Final presentation of the pre-investment study before GOREL and the AgroFor project.
- Others, which are considered appropriate during the preparation of the pre-investment study.
- Hold at least 2 coordination meetings with the GOREL Formulation Unit for the approval of the viability of the investment project.
- Constant coordination with the team designated by the Regional Government of Loreto and GGGI.

It should be specified that this version includes the observations of the Regional Government of Loreto and/or GGGI.
- Format No. 07-A of Directive No. 001-2019-EF/63.01. registered.
- Annex No. 07 or respective format ( Form No. 06-A or Format No. 06-B) of Directive No. 001-2019-EF/63.01. registered.
- Evidence of meetings with the Formulation Unit for the approval of the feasibility of the investment project.
- Evidence of the meeting to present the pre-investment study at the profile level to the Regional Government of Loreto and GGGI.
- Recommendations.

Note – As applicable, the deliverables must include and develop all the activities set forth in the scope of work.
The presentation of the results of the final product to the AGROFOR Consortium and OSINFOR, will take place no later than 5 days after the validation of the product 4.

This project is expected to be completed in a maximum period of up to 90 calendar days .
REPORTING FIXES
- The consultant’s progress will be monitored mainly through periodic face-to-face review meetings with the GGGI Peru team, whose precise schedule will be determined based on the schedule of the Work Plan proposed by the consultant.
- All deliverables must include a digital repository, with the sources of primary and secondary, empirical, technical and scientific information used. You must also have appropriate means of verification, including records of meeting and/or workshop participants, minutes, photos, or other documents as proof of information.
The consultant will follow these key considerations:
- The coordination of all consultancy activities is centralized in GGGI Peru.
- At any stage of the development of the service, the GGGI Peru team may call meetings or request information from the consultant. These actions may give rise to observations or scope that must necessarily be cleared or addressed by the consultant within a maximum period of 5 calendar days.
- The deliverables must have the favorable opinion of GGGI Peru .
- No pending payments or extensions of time will be claimed until said observations, if any, are resolved to the satisfaction of GGGI.
- Total fee is lump-sum cost (travel cost and others cost related to activities execution are included in the total fee)
EXPERTISE REQUIRED
- Professional in economics, engineering or related; preferably with experience in agroforestry, forestry or agricultural issues.
- With specialization studies on investment projects within the framework of Invierte.Pe (at least 90 hours)
- General experience of at least 6 years in the public or private sector.
- Experience of at least 3 years in the formulation and/or evaluation of investment projects under Invierte.Pe.
- Knowledge of forestry, environmental, agricultural or related matters.
