Physical Security Specialist Job Description

 

This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Office of Security, International Security Programs Division, at the U.S. Agency for International Development (USAID).

 

Duties

  • Advises top-level agency security and subject matter managers on new developments and advances in security techniques in physical security.
  • Develops, coordinates, and implements security policies for programs concerning the protection of facilities, personnel, and emergency communications. Creates, schedules, and provides physical security related presentations and training sessions.
  • Processes, approves, or denies ID card requests and issues ID cards.
  • Evaluates and makes recommendations concerning overall plans and proposals for major agency and interagency security projects. Implements national level guidance in agency standards, guidelines, or policies for major security programs.
  • Ensures physical security standards applied at facilities are both adequate and in conformance with the national-level policy/standards which apply.
  • Responsible for visitor access to USAID/Washington (USAID/W) facilities. Establishes and maintains visitor control policies and procedures.

Specialized Experience:
GS-13:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Preparing security plans to mitigate threats; b) Controlling facility access to include issuing and updating badge access; c) Implementing protective methods through the use of security equipment; AND d) Providing physical security training to ensure compliance of operating procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position’s minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
