JOB DETAIL

1. POST CONTEXT

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Strategic Enablement (STREN) Directorate is responsible for directing, monitoring and co-ordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across Allied Command Operations (ACO).

The J4 Division is the Requirements Authority and Capability User Authority for NATO logistics and provides the cross-cutting authority, direction and requirement-setting at the strategic level for all project, sustain and maintain functions of logistics.

The Logistics Strategic Operations Branch is responsible for the logistic functional strategic input to the execution of the Alliance Operations and Missions (AOM) and exercises, plus logistics readiness requirements, monitoring and evaluation across the full spectrum of project, sustain and maintain functions.

The Logistics Operations and Readiness Section provides the logistic functional strategic input throughout the whole spectrum of Alliance Operations and Missions (AOM), , exercises and current civil-military activity, plus logistics readiness requirements, across the full spectrum of project, sustain and maintain functions.

The Petroleum, Oil and Lubricants (POL) Infrastructure and Capabilities Analyst is responsible for designing, developing, staffing, monitoring and managing all contractual and infrastructural aspects of the POL capabilities that will be developed as part of the NATO 2030 initiative.

 

2. PRINCIPAL DUTIES

The incumbent’s duties are:

1. Supporting the definition of the needs for fuel contracts, and fuel related capability codes in support of NATO forces and the requirements for strategic fuel infrastructure, in coordination with the Nations, ACO HQs and NSPA.

2. Designing, staffing, monitoring and managing all contractual and infrastructural aspects of the POL NATO 2030 requirements.

3. Providing strategic-level situational awareness of the Recognized Contractual Picture in cooperation with NSPA and JSEC.

4. Monitoring the development of ongoing Capability Packages and Capability Programme Plans with fuel implications and contributing to the development of new ones.

5. Contributing to a coordinated Whole-of-Government approach across NATO HQs and the Nations in the POL domain.

6. Preparing/providing briefings, background papers and speaking notes on matters related to infrastructure and contracts in the POL domain.

7. Acting as SHAPE J4 LSO representative at relevant meetings, and conferences and working groups related to his/her area of expertise.

8. Supporting and providing inputs to the development and coordination of resource advice to all strategic military documents, initiatives, concepts, directives and strategic policies related to POL.

9. Contributing to the review, co-ordination and assessment of national and regional logistics plans in support of NATO AOMs within the POL area of expertise.

10. Performing administrative tasks related to the organisation of meetings, workshops and boards as required.

11. Liaising with internal and external stakeholders as required to accomplish the duties set out above.

12. Supporting the POL SME and the other POL Analysts of the section in their duties.

 

3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

The risk of injury is categorised as: No risk / risk might increase when deployed.

4. ESSENTIAL QUALIFICATIONS

1. Professional/Experience

1)  Experience in fuel (fuel economics and environment, fuel domain from a military perspective, fuel installations and management, fuel planning, operations, operational energy).

2)   Experience in infrastructural aspects of Petroleum Oil and Lubricants (POL)/Fuel capabilities (standards, engineering).

3)   Experience in military logistics (planning, organizing and directing programs, sustainment, movement and transportation).

4)   Knowledge of NATO’s environment (structures, plans, procedures, common funding, CFCDGM, capability codes, military procurement).

5)   Experience in use and implementation of IT tools and database.

2. Education/Training

University Degree in logistics, transport, petroleum, oil and lubricant installations or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

3. Language

English SPL 3333 (Listening, Speaking, Reading and Writing).

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

5. DESIRABLE QUALIFICATIONS

1. Professional/Experience

1) Knowledge of NATO’s fuel doctrine and policies.

2) Designing, staffing, monitoring and managing of contractual solutions and procurement.

3) Ability to prepare and provide analysis documents and briefings, based on complex and challenging matters.

CONTRACT

The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.

Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
