The Centre for Entrepreneurship, SMEs, Regions and Cities (CFE) helps local and national governments unleash the potential of entrepreneurs and small and medium-sized enterprises (SMEs), promote inclusive and sustainable regions and cities, boost local job creation, and implement sound tourism policies. It includes the Secretariat serving the Regional Policy Development Committee (RDPC) and its three Working Parties on Urban Policy, Rural Policy and Territorial Indicators and the Expert Group on Multi-level Governance, the Committee on SMEs and Entrepreneurship (CSMEE), the Tourism Committee and its Working Party on Tourism Statistics, and the Local Economic and Employment Development (LEED) Directing Committee.
The RDG Division within CFE helps OECD Member and Partner governments in their efforts to build more resilient regions, strengthen regional competitiveness, reduce territorial inequalities, improve rural development, enhance regional attractiveness and reinforce multi-level governance systems, as well as regional and municipal finance and investment.
The Regional Development and Multi-level Governance Division of CFE is looking for one or more experienced, dynamic and motivated Policy Analyst/Economist with a strong economic profile to contribute to work on regional development and multi-level governance to support the programme of work of the Regional Development Policy Committee. The selected person will have a very strong track record in carrying out analysis and in making effective policy recommendations in the fields of regional and rural development and multi-level governance and finance. The selected candidate(s) will report to the Head of one of the units within the Regional Development and Multi-level Governance (RDG) Division.
Main Responsibilities
Research, Policy Analysis and Drafting
- Conduct and supervise economic and policy analysis on regional performance and disparities, policies and specific aspects of the broader policy framework for regional development. The subjects to be addressed will evolve in line with the programme of work established by the Regional Development Policy Committee.
- Draft and edit high quality substantive papers, based on quantitative and qualitative analysis, for maximum policy impact, and oversee the production of analytical publications, ensuring their timely and quality delivery – including synthesis reports, national and regional case studies, thematic reviews, policy papers, summaries of dialogues and proceedings of events.
- Develop policy recommendations and action plans for their implementation and identify good practices in the fields of regional development, rural development, regional attractiveness, multi-level governance and subnational finance.
- Carry out quality control of draft documents, including synthesis reports of expert discussions, invitations and seminar agendas, mission reports and junior analysts and consultants’ contributions.
Liaison and Representation:
- Develop presentations, speaking points, social media posts, and other materials/communications for the relevant projects.
- Present the work to project partners, project stakeholders, colleagues and other interested parties, in meetings, seminars, conferences or other events and contribute to disseminating project outputs to achieve maximum visibility and impact.
- Establish and maintain professional contacts with other parts of the OECD, research and government institutions in OECD member and non-member countries, key organisations and individuals outside the OECD, and member country delegations to the OECD.
- Engage with stakeholders from different networks to promote exchange of good practices and dialogues.
- Stay abreast of developments related to regional development and rural policy and to institutional and financial reforms affecting subnational governments and multi-level governance in member countries (e.g. decentralisation, territorial reforms, etc.), and on developments in the academic literature on these topics.
- Carry out other related duties, as assigned.
Project planning, coordination and management
- Coordinate and/or participate in the design, organisation, logistics and delivery of projects supporting core outputs of the Programme of Work and Budget. This includes but is not limited to setting and managing timelines, supervising and engaging with project experts, statisticians, junior analysts, interns, internal and external consultants.
- Plan, design and deliver study missions, meetings, workshops, roundtables, seminars and training modules for projects in which s/he has a role.
- Design or contribute to the development of tools to assist countries, regions and municipalities design and implement their policies, projects and public service delivery initiatives.
Other duties
- Contribute to other tasks that may arise as relevant to the work programme of the Division and Directorate.
- Participate in the identification, design and execution of new projects that contribute to the Division’s overall objectives. This may include participation in the negotiation and management of financial grants, where necessary.
Ideal Candidate Profile
Academic Background
- An advanced university degree in a relevant field, such as economics, statistics, finance, international relations, social, public policy or political sciences, regional/territorial development.
Professional Background
- A minimum of three, preferably five years relevant experience in research or policy analysis in the fields of regional development, rural policy, multi-level governance, local finance, strategic planning for national or subnational governments, public economics or public policy, ideally obtained in a local, regional or national government, a public sector body, international organisations, consultancy or in academia.
- Strong qualitative, quantitative and research skills, including a demonstrated ability to link findings to policy analysis and recommendations.
- Proven ability to draft high quality analysis for different audiences including policy practitioners and senior leaders as well as technical audiences; and to present, in a compelling manner, complex subjects to different audiences including senior management, leaders and non-technical audiences.
- Proven experience in project management, capacity to deliver under tight deadlines, and engage multiple stakeholders in projects.
- Demonstrated experience designing, delivering and facilitating diverse types of meetings, knowledge-exchange and capacity-building events (workshops, roundtables, international fora, seminars, trainings, etc., in-person and online).
- An understanding of financing and institutional frameworks that are relevant to the RDPC’s workstreams. Experience with foresight methods, survey techniques and database and indicator development and analysis, would be assets.
Languages
- Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
- Knowledge of other languages would be an asset.

Contract Duration
- One-year fixed term appointment, with the possibility of renewal.
What the OECD offers
- Depending on level of experience, monthly salary starts at either 6,672 EUR or 8,232 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process
For retained candidates, written tests/video-recorded interviews are foreseen for the end of August and panel interviews are planned for mid-September.
