About the OECD Centre for Responsible Business Conduct
In line with the Strategic Orientations of the Secretary-General, the core mission of the OECD’s Directorate for Financial and Enterprise Affairs (DAF) is to assist markets to fund inclusive economic growth, and in turn Better Lives, through setting and implementing standards, providing capacity building and technical assistance, acting as a forum for co-operation and collaboration across the OECD Directorates, external stakeholders and International Organisations. DAF’s work is structured under two work areas – Conduct and Markets – and its mission is pursued through several substantive divisions whose teams provide Member countries and partners with policy guidance, analysis and support in the areas of competition, anti-corruption, corporate affairs, financial affairs, consumer finance, insurance and pensions, international investment and responsible business conduct.
The OECD Centre for Responsible Business Conduct (Centre for RBC), which is part of DAF, is in charge of supporting the implementation of the OECD Guidelines for Multinational Enterprises (OECD Guidelines) and related due diligence guidance in the minerals, extractives, agriculture, garment and footwear and financial sectors. The Centre also provides the Secretariat of the Network of National Contact Points for Responsible Business Conduct (NCPs).
The Centre for RBC is looking for a Policy Analyst Specialising in Monitoring and Evaluation to help advance a cross-sectoral practice area in the Centre on generating meaningful indicators and data for evaluating the uptake and impact of RBC standards, particularly supply chain due diligence standards. The policy analyst will take a leading role in contributing to the development of monitoring and evaluation frameworks, benchmarking studies and other measurement approaches and projects to inform policymakers and the broader RBC stakeholder community with actionable data and findings.
The work is carried out in a multinational and multicultural environment, including emerging markets and developing countries as well as OECD member countries. The selected candidate will interact with senior and technical-level policy-makers, private sector representatives, experts and stakeholders worldwide.
Main Responsibilities
Strategy development and implementation
- Advance the operationalisation of the cross-sectoral practice area in the Centre for RBC dedicated to data and measurement, including by further developing the strategy for the practice area and through fostering horizontal collaboration.
- Ensure strong linkages with colleagues working on for example sectoral or regional projects to ground the work on monitoring and evaluation and data in the existing work of the Centre.
- Design a sequenced approach to operationalising the strategy through existing and prospective measurement projects, beginning with work on measuring uptake and impact of due diligence in the garment and footwear supply chain.
- Monitor trends in the field of monitoring and evaluation and the emergence of innovative approaches, particularly with regard to measuring the impact of policy interventions and legislation, and integrate relevant methodologies into the cross-sectoral strategy.
- Collaborate with colleagues to secure additional funding for the practice area through Voluntry Contributions from donors.
Project management
- Oversee day-to-day management of measurement projects in the Centre for RBC spanning the development and deployment of monitoring and evaluation frameworks, benchmarking studies on uptake and incentives for due diligence, and potentially surveys and other methodological approaches.
- Manage procurement processes for intellectual services to support projects on data and measurement and provide supervision to consultants.
- Help draft and edit documents and report deliverables in the measurement and data practice area.
- Take on project management tasks entailed in delivering measurement and data projects and publications, such as liaising with editorial and communications colleagues, seeking innovative forms of delivery (such as through infographics, videos or animations), implementation partners and ensuring a robust internal review process for such projects.
Outreach and coordination
- Develop several overlapping communities of practice and advisory groups with Adherent governments (OECD and non-OECD), co-funding partners, academics and researchers, the private sector, CSOs and other experts to share best practices, help guide the work on data and measurement in the Centre for RBC, and mobilise resources for new projects.
- Liaise with other parts of the OECD and other international organisations on related projects on data and measurement to promote synergies and coherence in approach and ensure RBC standards are appropriately represented as relevant.
- Make presentations and develop sessions and multi-stakeholder events on the work on measurement and data undertaken at the Centre for RBC.
Ideal Candidate Profile
Academic background
- An advanced university degree in a relevant subject matter (data science, economics, social or political science, international development or conflict studies etc.) is preferable.
- Regardless of the field of study, data science and/or monitoring and evaluation experience should feature as part of the candidate’s academic background.
- Studies with a focus on policies related to responsible business conduct or conflict, economics and development issues would be an advantage.
Professional Background
- Minimum 3, preferably 5 years experience working on aspects of projects involving the use of data science or monitoring and evaluation expertise, preferably in a context related to measuring policy interventions or responsible business conduct in an academic institution, government, international organisation, business, trade union, civil society organisation, research institute or consultancy.
- Experience in the use of data science, monitoring and evaluation and related methodologies studying policy interventions, preferably related to trade, supply chains and developing country contexts.
- Knowledge of RBC risks and due diligence with reference to specific OECD standards in the garment, agriculture and minerals supply chains would be an advantage.
- Experience, particularly at the international level:
- working with diverse stakeholders in global value chains such as governments, local and international NGOs, industry, trade unions and engaging with or working in the private sector collecting and using data to analyse trends and impacts of business activity, particularly in relation to development, human rights and security, would be an advantage.
- working with international organisations, evaluation institutes, standard setting bodies, academic and research institutions.
Languages
- Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Contract Duration
What the OECD offers
- Monthly base salary starting from EUR 6,672, plus allowances based on eligibility, exempt of French income tax. Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
