The Financial Action Task Force (FATF) is an autonomous intergovernmental international body responsible for developing and promoting policies for combatting money laundering, terrorist financing and the financing of weapons of mass destruction. The FATF has 37 countries and two regional organisations as members, along with nine FATF-style regional bodies (FSRBs), which together comprise a Global Network of over 200 countries and jurisdictions.
The FATF Secretariat is looking for one or several Policy Analysts to contribute to FATF’s work on anti-money laundering and combatting terrorist financing (AML/CFT) issues in several different roles, including policy development, and helping to ensure better implementation of the FATF AML/CFT standards within members of the Global Network. Key areas of work include assessments of AML/CFT measures of countries against the FATF Recommendations, training stakeholders, engagement with FSRBs and development of FATF policy papers. The Policy Analyst will work within a team and report to a Team lead of the FATF Secretariat.

Main Responsibilities
Assessment of countries
· Conduct research, gather information and conduct analytical work of countries’ compliance with the FATF Recommendations in the context of the FATF’s mutual evaluation programme (where both technical compliance and effectiveness are assessed) and the International Co-operation Review Group (ICRG) process. This includes the reviews of voluntary tax compliance (VTC) programmes, and/or other contexts as needed.
· Draft mutual evaluation and related follow-up reports, and other FATF assessment reports, as needed.
· Review country assessments, monitor progress and work with FSRBs and countries of the Global Network in order to help them understand and comply with the FATF Standards.
Policy Analysis
· Contribute to the development of AML/CFT policy papers (e.g. setting and updating the FATF standards; preparing best practice papers and guidance papers on the implementation of the FATF standards, and other policy papers as needed).
· Research and analysis to support policy decisions (e.g. analysing data and cases to provide a sound evidence-base for policy decisions).
· Draft policy papers and analytical reports on other relevant topics as necessary. Prepare concise summaries of meetings.
Liaison, training and representation
· Assist in the preparation of FATF meetings (Plenary, working groups, ad hoc groups, etc.).
· Participate in international meetings on anti-money laundering and combatting terrorist financing to represent the FATF Secretariat and promote its activities and work.
· Establish and maintain collaborative professional relations with FSRBs, government officials, representatives of the private sector, non-governmental bodies and international organisations. Facilitate discussions and negotiations with those stakeholders in order to foster consensus.
· Develop training and deliver training to FATF members, FSRB secretariats and FSRB members.
Ideal Candidate Profile
Academic Background
· Advanced university degree in law, public policy, economics, finance or international relations.
Professional Background
· At least three, preferably five years of experience at a national or international level from the public or private sector of developing, implementing and measuring the effectiveness of AML/CFT strategies and policies.
· Experience in the use of project management tools and techniques would be a definite advantage.
· Experience in establishing and developing professional contacts, and in interacting with national delegations, government officials, other international organisations and stakeholders, including presentation at meetings, experience with negotiating or brokering agreement among stakeholders.
· Experience with drafting national legislation and regulation and/or analysing how national legislation complies with AML/CFT requirements.
· Experience conducting assessments (particularly assessments for compliance with AML/CFT standards) would be an asset.
· Experience in designing and/or delivering AML/CFT training, particularly related to the FATF Standards, would be an asset.
· Experience of implementing AML/CFT policies from the public and the private sector would be an advantage, for example from supervisory authorities, financial intelligence units and regulated financial institutions.
Languages
· Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
· Knowledge of other languages (particularly Spanish, Russian or Arabic) would be an asset.

Contract Duration
Two-year fixed term appointment, with the possibility of renewal.
· Depending on level of experience, monthly salary starts at either 6 672.15 EUR or 8 232.66 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process
For retained candidates, written tests/video-recorded interviews are foreseen for the second half of October 2023 and panel interviews are planned for the second half of November 2023.
Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.
