CONTEXT :
Yemen has been for long the poorest country in the Arab world. After the Arab Spring the humanitarian crises have intensified as a major humanitarian crisis of the moment since 2012 with almost half of the population being food insecure. This has created an increasing unrest among the population and discontentment with the government.
During the summer of 2014 the Shia minority group called Houthis has somehow taken control of several important cities, among them the capital Sana’a. Meanwhile the Southern separatist movement increased their call for an independent south while Al Qaida and linked groups (mainly based in the South-Eastern parts of the country) are fighting Houthis and other groups including the internationally recognized government.
In January 2015, the Houthis overthrew the President Hadi government. Since the end of March of the same year, an international coalition of countries led by Saudi Arabia allied with the President temporarily exiled in Saudi Arabia, launched a military campaign against the advances of the Houthis in the country. At the end of 2017 the alliance between the GPC of the former president Saleh and the Houthis broke out in Sana’a and Saleh was killed. In January 2018 the alliance in the south as well broke out: the Southern Transitional Council, in favor of an independent state in the south took over Aden from the hands of Hadis’ supporters, Hadi being still in exile in Saudi-Arabia . He would be replaced by a Presidential Leadership Council consisting of 8 persons representing forces from north and South. Appointed by the Saudi Led Coalition their legitimacy is contested by the North’s DFA (De Facto Authority, aka Ansar Allah). In April 2022 a truce is brokered by the UN and both parties engaged in a lull that lasted till October when the truce collapsed over demands regarding salary payments of civil servants in North, including security forces, by the South. A couple of weeks later the North attacked oil export facilities in South with drones, thereby ending all possibilities of oil export and revenues by the South, turning a low intensity war into an economic war. Inflation, delayed salaries, unemployment, unavailability of services (health, education, ..) and destroyed social infrastructure is causing a continuous humanitarian crisis. As
As a result of such violence, social deterioration and instability, it is more than 20 million of Yemenis out of 3227 million in need of any kind of aid. Malnutrition, cholera, diphtheria hit most of the families and a failed health system, with no salaries paid for several years, cannot cope .
HI have has been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen’s Organizations for Disabled Persons with a Disabiltyople’s Organisations (DPOPDs).
Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a.
In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services.
While all of HI activities were done so far in Sana’a governorate, HI has expanded in Aden in 2019 and has opened an office in Mokha. Activities in Hajjah have been launched in late 2020, another office has been opened in Hodeidah the governerate most affected by EO.
DESCRIPTION :
Main responsibilities
• He/she provides advice based on contextual analyses to the Programme Director and HQ relevant staff to ensure adequate positioning of HI promoting principled humanitarian action (based on HI charter, ethical guidelines and principles of intervention)
• He/she leads the design, implementation and follow-up of the advocacy strategy at national and regional levels and contributes to advocacy at global level
• He/she liaises with relevant internal and external stakeholders and networks involved in policy and advocacy actions (AWG, HAWG, HCN, clusters etc)

PROFIL:
? Master the basics of International Humanitarian Law (IHL) and International Human Rights Law (IHRL) (= Master degree in Law or international relations).
– Experience : 5 years including 3 in emergency settings (field experience)
– Experience in context analyses, policy development in relation to principled humanitarian action
– Experience in advocacy campaigns
– Experience in networking and in active participation to conference/forum, including with high levels

• 12 months International contract starting from 15th, August 2023
• The international contract provides social cover adapted to your situation:
o Unemployment insurance benefits for EU nationals
o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
o Medical coverage with 50% of employee contribution
o Repatriation insurance paid by HI
• Salary from 2757 € gross/month upon experience
• Perdiem: 596,4 € net/month – paid in the field
• Paid leaves: 25 days per year;
• R&R: 1 day per month

? Mission of more than 18 months: payment of one yearly additional return flight
