About the OECD Centre for Responsible Business Conduct

In line with the Strategic Orientations of the Secretary-General, the core mission of the OECD’s Directorate for Financial and Enterprise Affairs (DAF) is to assist markets to fund inclusive economic growth, and in turn Better Lives, through setting and implementing standards, providing capacity building and technical assistance, acting as a forum for co-operation and collaboration across the OECD Directorates, external stakeholders and International Organisations. DAF’s work is structured under two work areas – Conduct and Markets – and its mission is pursued through several  substantive divisions whose teams provide Member  countries and partners with policy guidance, analysis and support in the areas of competition, anti-corruption, corporate affairs, financial affairs, consumer finance, insurance and pensions, international investment and responsible business conduct. 

The OECD Centre for Responsible Business Conduct (Centre for RBC), which is part of DAF, is in charge of supporting the implementation of the OECD Guidelines for Multinational Enterprises (OECD Guidelines) and related instruments. The Centre also provides the Secretariat of the Working Party on Responsible Business Conduct (WPRBC) and the Network of National Contact Points for Responsible Business Conduct (NCPs). 

The Centre for RBC is looking for a Policy Analyst to support the work of the Governance and Multilateral Relations (GMR) unit. This in particular entails supporting the functioning of the WPRBC, including liaison with its Chair and Bureau; engagement with other OECD committees, including OECD Council, as well as internally within the OECD Secretariat; contributing to various strategic projects, including contributing to the work of Centre’s Due Diligence and Public Policy units as well as leading thematic research and contributing to horizontal OECD projects; supporting and participating in engagement at the multilateral level, including engagement with the UN system and relevant international organisations as well as fora such as G7, G20, APEC, and ASEAN.

The work is carried out in a multinational and multicultural environment. The selected candidate will interact with senior policy-makers, private sector representatives, stakeholders and experts. Candidates should expect some travel. The candidate will report to Head of GMR. 

Main Responsibilities

Project Management

  • Contribute to and oversee various aspects of preparation of WPRBC meetings, including developing material (e.g. agendas, briefings, summary records)
  • Act as a liaison with the WPRBC Chair and Bureau, including by preparing briefing, organising Bureau meetings, and liaising with delegates and institutional stakeholders as needed
  • Support and lead strategic RBC processes and projects as needed, e.g. Accession
  •          Engage horizontally across the OECD on RBC-related work and act as a point of contact on RBC for internal coordination, including contributing to and managing coordination of input requests from the Office of the Secretary General and other senior staff
  • Lead development of tools and strategies to promote cross-Centre efficiency and knowledge management, including innovative ways to disseminate and convey RBC messages to broader audience as well as a coordinated approach to managing information within the Centre

Research, analysis and drafting

  • Undertake research and analysis on RBC and due diligence and contribute to cross-Centre projects
  • Contribute to implementation of regional RBC projects, including by liaising with countries where needed and supporting drafting of policy reviews and thematic briefs
  • Draft analytical reports, working papers, policy briefs, workshop summaries and other types of documents as needed
  • Contribute to, comment on, review or edit documents, reports or briefs produced by others

Outreach and representation

  • Contribute to the organisation of meetings, workshops, multi-stakeholder consultations on RBC and prepare background materials as needed
  • Support development and operationalisation of strategic partnerships (e.g. with relevant international organisations and platforms, e.g. ASEAN and APEC).
  • Establish and develop professional contacts with officials from member and partner countries, representatives from the private sector, international organisations and experts, as well as local and international civil society organisations
  • Represent the OECD at key international fora and expert meetings.

Ideal Candidate Profile

Academic background

  • An advanced university degree in a relevant subject matter (political science, international development or conflict studies, law, economics, etc.) is preferable.
  • Studies with a focus on policies related to responsible business conduct, economics and development issues would be an advantage.

Professional Background

  • Minimum 3, preferably5 years of experience in the field of responsible business conduct in a government institution, international organisation, business, trade union, civil society organisation, research institute or consultancy.
  • Excellent knowledge of RBC risks and supply chain due diligence.
  • Experience, particularly at the international level working with diverse stakeholders (governments, local and international NGOs, industry, trade unions).
  • Familiarity with OECD RBC work and instruments would be an advantage.

Languages

  • Fluency in one of the official languages of the Organisation (English and French), and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

1-year fixed term appointment, with the possibility of renewal.

Location

  • This role will be based at the OECD in Paris, France.

What the OECD offers

  • Depending on level of experience, monthly salary starts at either 6,672 EUR or 8,233 EUR, plus allowances based on eligibility, exempt of French income tax.
