This position is located in the Political Affairs Service (PAS) of the United Nations Support Mission in Libya, the position is based in Tripoli, Libya (Tripoli is classified as a Hardship “E” duty stations and a non-family duty station). The incumbent will be under the overall supervision of the Principal Political Affairs Officer. On 30 October 2023, the Security Council, by its resolution 2702 (2023) extended the mandate of United Nations Support Mission in Libya (UNSMIL) until 31 October 2024, as set out in resolution 2542 (2020) and paragraph 16 of resolution 2570 (2021). The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements in Libya, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organisations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilise post-conflict zones, including those liberated from Da’esh. The Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.
Responsibilities
Under the overall supervision of the Principal Political Affairs Officer, the incumbent will be responsible for the following duties: • Participates fully in assigned operational activities related to the work of the office or mission, i.e., peacekeeping, disarmament, demobilization and reintegration, conflict prevention and resolution, post-conflict rehabilitation, election administration, political and governance institution-building, civil society support work, etc.; supports an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the unit. • Prepares briefing notes and talking points for the Principal Political Affairs Officer, Head of the Mission and other UN senior staff. As requested, provides guidance and advice on assigned issues to the Principal Political Affairs Officer, as well as other selected offices of intergovernmental bodies concerning assigned areas of work, status of negotiations, and the approach to various issues including interpretation of the rules of procedure. Prepares responses to comments, statements, and queries of parties and manages operations involving several components of a limited nature, such as civilian, military or humanitarian operations. Develops and maintains relations with government officials at the working levels and advises them on issues and policies of mutual concern. • Participates as a team member on a team which could deal with a variety of political issues in Libya. . Assists in planning, coordinating and supporting programmes, projects and activities, including outreach, in consultation with other sections and UN country team, as necessary. Represents the team at round tables, seminars and conferences. • Supports his/her supervisor in the formulation of the programme of work, budget and medium-term plans of the unit by participating in meetings and compiling or researching issues related to the mission. • Performs other required tasks and related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in Political Science, Management or Development, or a related field is required. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Professional training in the areas of planning, monitoring and evaluation, facilitation and/or coordination is desirable.
Work Experience
A minimum of five (05) years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required. Experience in political outreach, facilitation, analysis, advice, and reporting is required. Demonstrated experience in drafting and editing high quality analytical reports is required. Experience working in UN Headquarters and familiarities with Headquarters processes is desirable. Relevant experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) – or similar international organization or nongovernmental organization- in a conflict or post-conflict setting is desirable. Relevant experience on North Africa, preferably Libya, on political issues is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, the fluency in English is required and knowledge of Arabic is desirable.
