Org. Setting and Reporting

This position is located in the Office of the United Nations Special Coordinator for Lebanon (UNSCOL) in Beirut. Beirut is classified as a “B” hardship duty station and a family duty station. The incumbent reports to the Senior Political Affairs Officer. Mandate: UNSCOL follows up on the implementation of Resolution 1701 (2006), the resolution that established a cessation of hostilities at the end of the 33-day war between Lebanon and Israel in the summer of 2006. UNSCOL coordinates with the Government of the Lebanon, donors and international financial institutions in line with overall objectives of the United Nations in Lebanon, notably, to promote long-term stability in the country, and offers political guidance to the United Nations system in Lebanon on all these matters.

Responsibilities

Within delegated authority, the incumbent will be responsible for the following duties:• Monitors and reviews developments in Lebanon and the region; assesses trends which may affect the political situation and the political impact of regional issues; recommends solutions/possible action by the United Nations. • Deals with a variety of political issues in Lebanon and the region. Analyses relevant political and related events with view to providing advice to mission leadership. Provides guidance and advice on assigned issues to the head of mission, as well as other selected offices • Contributes to the work of the mission in particular on conflict prevention and resolution, election administration, political and governance institution-building, civil society support work, etc. • Pursues an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the unit;• Prepares and reviews analytical reports, papers, code cables, reports of the Secretary-General, briefing notes and talking points for the Senior Political Affairs Officer, Head of Mission and other senior staff. • Develops and maintains relations with government officials, political interlocutors, civil society, diplomatic community. Liaises with this network as well as relevant UN entities. • Attends meetings at the working level as well as with the mission leadership as required. • Assists in planning, coordinating and supporting programmes, projects and activities requiring mission and/or interagency involvement and participation. Represents the team at round tables, seminars and conferences;• Provides substantive support to his/her supervisor in the formulation of the programme of work, budget and medium-term plan of the unit by actively participating in or leading meetings, drafting major components and compiling or researching issues related to the mission; and • Performs other duties, as required

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Work Experience

A minimum of seven years of progressively responsible experience in political science, international relations, international security, international development, conflict resolution, or related area is required

Experience in political analysis is required.

Proven experience in drafting analytical reports, including drafting of reports of the Secretary-General, briefing notes, talking points, and code cables is required.

Experience in the Middle East, specifically in Lebanon-Israel-Syria context is required.

Experience working on conflict prevention or post-conflict issues is desirable.

Experience working in an United Nations Common system field operation (inclusive peacekeeping, political missions) is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written English is required. Knowledge of Arabic or French is desirable.

Assessment
