Org. Setting and Reporting
This position is located in the Mediation Support Unit (MSU) of the Policy and Mediation Division of the Department of Political and Peacebuilding Affairs (PMD/DPPA). MSU serves as a system-wide resource that assists the mediation and dialogue initiatives of the UN and provides technical and operational support of mediation and dialogue processes; capacity-building; and mediation guidance, lessons learned and comparative analysis. The Political Affairs Officer will report to the Chief and to the Team Leader of the Mediation Support Unit (MSU).
Responsibilities
Within the delegated authority and under the supervision of the Chief and of the Team Leader of the Mediation Support Unit, the Political Affairs Officer will be responsible for the following:
– Works closely with Regional Division counterparts, coordinating mediation and dialogue support to ongoing and/or future peace processes in Afghanistan and the Middle East.
– Reviews and monitors mediation-related activities, recommends solutions/possible action by United Nations.
– Coordinates and supports the deployments of experts from the Standby Team of Senior Mediation Advisors for initiatives in areas of responsibility. Where required, deploys to the field for a limited duration to provide mediation/dialogue support.
– Analyses political and related events within assigned area with a view to provide early warning advice and design of conflict prevention and resolution efforts.
– Prepares analytical reports and papers on sensitive and high profile matters of concern to the General Assembly, Security Council, or other bodies; drafts notes, background papers, talking points, speeches and other correspondence for senior UN officials.
– Participates, as appropriate, in the organization and supervision of Secretariat services required by the Security Council and to other committees and bodies related to its work.
– Acts as focal point for MSU’s research and support on emerging thematic issues in mediation practice, such as climate change and digital technologies.
– Arranges and participates in negotiations, peacekeeping operations and fact-finding missions.
– Meets regularly with operational teams including UN staff, national officials to plan projects and review project activities.
– Provides up-to-date information to senior officials regarding substantive political matters on mediation and dialogue initiatives.
– Maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters; briefs representatives and provides, as appropriate suggestions and recommendations.
– Participates in conferences, seminars and academic fora related to his/her assigned area of expertise.
– Carries out, in consultation with the Chief of the Section, administrative functions relating to the staff planning and budget.
– Drafts plans for start-up of mediation initiatives and strategic reviews and participates in the activities of implementation.
– Performs other related duties and represents MSU as required.

Education
Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.
Experience working with international organizations in conflict prevention, management and resolution is required.
Experience in a UN field operation (or similar international organization working in a conflict or post-conflict context is required.
Prior field experience in the Middle East or Afghanistan is desirable.
Experience in providing mediation support and/or advice to senior leadership and senior representatives is required.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in both oral and written English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
