Org. Setting and Reporting

The Political Affairs Officer works in the Office of the Assistant Secretary-General for Rule of Law and Security Institutions (OROLSI) and reports to the Special Assistant to the Assistant Secretary-General.

Departments of Peace Operations (DPO) provides political and executive direction to UN Peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, mine action and other relevant issues to other UN political and peacebuilding missions. Office of Rule of Law and Security Institutions (OROLSI) was established in 2007 to strengthen the links and coordinate the Department’s activities in the areas of police, justice and corrections, mine action and weapons/ammunition management, the disarmament, demobilization and reintegration of ex-combatants and security sector reform. Responsibilities

Within the delegated authority, the incumbent is responsible for the following duties:

– Liaise with peacekeeping colleagues in the Departments of Peace Operations, Political Affairs and Operational Support and with external partners to ensure the smooth processing of OROLSI initiatives;
– Coordinate and assist with the implementation of partnership activities among UN partners and OROLSI Divisions/Sections;
– Coordinate and edit inputs from the OROLSI Divisions/Sections for the Assistant SecretaryGeneral’s approval or review; – Plan and coordinate the Assistant Secretary-General’s travel and follow-up;
– Draft correspondence and prepare briefing packages and talking points for the Assistant Secretary-General’s meetings and travel;
– Monitor incoming correspondence, bring urgent matters to the attention of the Special Assistant, formulate replies and ensure appropriate follow-up as directed;
– Manage staff selection processes; Coordinate staff appraisal process for the Assistant Secretary-General and assist OROLSI Divisions/Sections in these matters;
– Monitor and distribute relevant documentation of UN bodies to OROLSI colleagues;
– Ensure that OROLSI Divisions/Sections are appropriately engaged in each Integrated Office Team;
– Coordinate input to Talking Points for the Under-Secretary-General and Secretary-General;
– Provide back-up for the Policy and Planning Officer within the Office of the Assistant Secretary-General;
– Supervise interns where appropriate.

Education

Advanced university degree (Masters or equivalent), in political science, international relations, law, human rights, public administration or related fields. A first level university degree, together with two additional years of qualifying experience, may be accepted in lieu of an advance degree.

Work Experience

A minimum of five years of progressively responsible experience in international affairs, law, disarmament, security, development management, conflict resolution or related area, including at least two years of experience related to peacekeeping or political affairs within the UN system or another international organization, is required for this position.

Experience working in the Front Office of a Senior Official is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This temporary position is a maternity-leave replacement position and available for six and a half months (26 weeks) through 13 October 2023.
If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as “retirement.” Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.
