Org. Setting and Reporting
The position is located in the United Nations Assistance Mission in Afghanistan (UNAMA). The Head of Office, Political Affairs will be based in Kunduz and will report to the Chief of Staff. Kunduz is classified as an “E” hardship duty station and a non-family duty station.
Responsibilities
Within delegated authority, the Head of Office, Political Affairs will be responsible for the following duties: • Ensure the optimal functioning of the Field Office, in collaboration with Mission Support and Security components. • Design and oversee implementation of the Field Office’s integrated and results-based work plan (covering as appropriate, both Kunduz and Takhar provinces), in alignment with the Mission’s mandate, strategic plan, Mission leadership’s strategic guidance and UNAMA’s budget, ensuring coherence in approach and efficiency of output; lead implementation activities, as appropriate. • Support planning and budgetary processes. • Through delegated authority, act as Area Security Coordinator, responsible for implementing the UN security management framework, designed to ensure the protection of all UN staff and assets. • Supervise, mentor, and evaluate staff; lead or assist with recruitment processes. • Review and monitor activities in the region; assess trends which might affect the political situation and the political impact of intra-regional issues, such as refugees, drug control and natural resources; recommend solutions/possible action by the Mission and the United Nations. • Analyze political and related events within the assigned area with a view to provide early warning advice to Mission leadership. • Prepare analytical reports and papers on sensitive and high-profile matters related to the Mission’s mandate; draft notes, background papers, talking points, and other documents for senior UN officials. • Act as focal point for the collection and analysis of information on political issues related to the Mission’s mandate. • Meet regularly with operational teams, including UN personnel and national officials. • Provide up-to-date information to senior officials regarding substantive political matters, regional issues and makes recommendations on actions to take. • Maintains contacts with other UN entities, other international organizations, de facto authorities and other interlocutors on policy, coordination, and mandate implementation matters; briefs partners and interlocutors and provides suggestions and recommendations, as appropriate. • Participates in conferences, seminars and academic fora related to his/her assigned area of expertise. • Conduct or provide inputs for the assessment of personnel. • Carry out administrative functions related to staff planning and the Field Office’s budget. • Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in political, civil or humanitarian affairs, conflict resolution, human rights, programme management or a related field is required. Extensive experience in outreach, facilitation, analysis, advice and reporting is required. Experience supporting good offices efforts to advance mandate implementation and/or enable humanitarian access is required. Experience in designing and implementing outreach projects, local peace initiatives and facilitating dialogue is desirable. Management experience in an international environment, including management and coordination of multi-disciplinary processes is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of a Dari or Pashto is desirable.
