The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development (OECD). IEA’s Information Systems Unit (ISU) provides the IT infrastructure, systems and applications supporting IEA’s core substantial work. We currently have an opportunity for an experienced Power Platform and Microsoft 365 Solution Architect. The chosen candidate will work under the supervision of the Head of ISU and will join our IT team, where you will have the opportunity to work in a dynamic, challenging and stimulating IT environment among other professionals.

Job Description

Main Responsibilities

  • Design and Systems Architecture: Based on business requirements, design solutions and architectures using Power Platform and Microsoft 365.
  • Solution Design and Digital Transformation: Architect solutions for digital transformation with Microsoft 365 and Power Platform.
  • MS 365 Collaborative and Communications Solutions: Oversee the design and implementation of collaborative solutions within Microsoft 365, especially SharePoint Online.
  • MS 365 Administration: Manage the Microsoft 365 ecosystem, ensuring smooth operations and integration.
  • Intranet Platform Recommendations: Recommend intranet platforms using SharePoint and other Microsoft 365 tools.
  • Security Architecture and Governance: Maintain security and governance of Power Platform and Microsoft 365.
  • Secure SharePoint Online Extranet Solutions: Design and implement secure extranet solutions with SharePoint Online.
  • Promote Low Code / No Code Implementations: Advocate for low code/no code solutions in the SaaS environment.
  • SPFx Solutions and DevOps Technologies: Oversee SPFx solutions, reusable components, security frameworks, and DevOps technologies.
  • Architect Frameworks and Reusable Components: Develop frameworks and reusable components for efficient and consistent solution development.
  • Adherence to Design, Coding, and Documentation Standards: Ensure design, coding, and documentation standards compliance.
  • Facilitate Discussions on Vision, Strategy, and Outcomes: Engage with staff to discuss project vision, strategy, outcomes, and implementation.
  • Mentor and Transfer Knowledge: Guide IT colleagues and staff, fostering a learning environment.
  • Provide Help-Desk Assistance and Support: Offer expert support and troubleshooting for the Microsoft 365 ecosystem.
  • Maintain Documentation: Prepare and maintain comprehensive documentation for users, site designs, and applications.
  • User Support for MS Office and Other Applications: Provide timely support for MS Office and other desktop applications.

Qualifications

Ideal Candidate Profile

Academic Background

  • University degree in computer science or equivalent.

Professional Background

At least 6 plus years’ experience:

  • Enterprise-scale Experience: Technical expertise with Microsoft Power Platform, including architecture, implementation, integrations, and future roadmap.
  • Application Development Expertise: Proficiency in SharePoint Object Model, SharePoint Search, SPFx, and DevOps, focusing on no-code/low-code development.
  • Advanced Knowledge: Comprehensive understanding of Microsoft Power Platform, Power Apps, Power Automate, SharePoint, OneDrive, MS Teams, and Office 365 Apps.
  • SharePoint Online Expert: Expert in SharePoint Online functionalities, configuration, and administration, including integration with Azure Active Directory and Exchange.
  • Secure Solutions Experience: Experience designing and implementing secure SharePoint Online extranet solutions.
  • Business Process Mapping: Proficiency in aligning business processes with Power Platform and Azure product capabilities.
  • Intranet Solutions Experience: Demonstrated expertise in designing and deploying modern, integrated Intranet solutions using SharePoint Online.
  • Collaboration Skills: Ability to work with staff at all levels and transform needs into functional specifications and applications. Adaptable team player.

Tools:

  • MS 365 Expertise: Deep knowledge of MS 365 technologies, including SharePoint, One Drive, MS Teams, Power Platform, Office 365 Apps, and Azure Active Directory.
  • SharePoint Experience: Minimum of 8 years of experience with SharePoint site administration, both on-premises and online environments.
  • Web Development Experience: Minimum of 8 years of experience with HTML, JavaScript, and CSS.
  • SPFx Knowledge: Hands-on experience with TypeScript, React library with SPFx Web Part, single-page Applications, SPFx toolchain, and deploying SPFx solutions to the Tenant.
  • Scripting Knowledge: Proficiency in PowerShell, PnP PowerShell, and Azure Cloud Shell.
  • Microsoft Technologies Knowledge: Good understanding of other Microsoft technologies, particularly the Windows environment.

Core Competencies

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen at the end of November 2024 and panel interviews are planned for January 2025.
