Consultancy: Prepare a proposal for additional demand for the Regional Government of Amazonas, within the framework of Budget Program 130. Competitiveness and Sustainable Use of Forest Resources and Wildlife, for Fiscal Year 2023.

Duty Station: Remote and presential meetings in Amazonas

PROJECT BACKGROUND

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion and environmental sustainability. GGGI Peru supports the Peruvian Government in the development of institutional capacities, technical and financial measures to implement national green growth policy mechanisms, in accordance with the priorities established in the National Competitiveness and Productivity Plan, National Environmental Policy, and others. environmental and climate efforts, as well as compliance with international commitments. In addition, GGGI Peru’s work involves supporting public institutions at the national and regional levels to achieve their green growth ambitions by implementing climate finance strategies that reduce deforestation through agroforestry concessions.

In Peru, GGGI, in consortium with the World Agroforestry Center (ICRAF) and the Peruvian Society of Environmental Law (SPDA), is implementing the project “AgroFor : Consortium for the Promotion of Assignments in Use for Agroforestry Systems” financed by the Norwegian government . This initiative will help the government of Peru to create the institutional, technical and financial enabling conditions to allow the successful implementation at scale of agroforestry concessions (CUSAF) in the Peruvian Amazon. Through the CUSAF, family farmers will access qualifying titles for their lands conditional on the implementation of sustainable land use practices, with technical support and financial incentives.

Through objective 1 of the project ( Intermediate Outcome 1.1), seeks to strengthen the institutional and regulatory framework through the creation of planning instruments and public budgets to grant CUSAF. In this sense, GGGI provides technical assistance to the Regional Governments of Amazonas, Loreto and San Martín, in the subject that they prioritize.

Along these lines, through Letter No. 008-2023-GR AMAZONAS-ARA/G, the Regional Environmental Authority – ARA Amazonas, requested the support and corresponding technical assistance to develop a proposal for additional demand linked to Budget Program 130. Competitiveness and Sustainable Use of Forest Resources and Wildlife, for Fiscal Year 2023; in order to strengthen and improve the actions developed by GORE Amazonas within the framework of the aforementioned budget program.

In this context, GGGI requires the hiring of a consultant with experience in public budgeting to prepare an additional demand proposal linked to Budget Program 130. Competitiveness and Sustainable Use of Forest and Wildlife Resources, for the Fiscal Year 2023, to be requested from the General Directorate of Public Budget of the Ministry of Economy and Finance (MEF), within the framework of article 37 of Directive No. 0005-2022-EF/50.01 – Budget Execution Directive.

It is pertinent to indicate that the allocation of more resources to GORE Amazonas for the implementation and development of PP 130, for Fiscal Year 2023, will allow an adequate execution of the budget through the correct use of the inputs and requirements necessary for the development of the central processes. and support that comprise the products of PP 130. Likewise, it will facilitate the monitoring of the budget, according to the programmed physical and financial goals, which will allow an improvement in the respective subsequent programming processes.

Also, within the framework of technical assistance, the additional demand proposal must be adjusted to the programmatic structure of PP 130 in force for Fiscal Year 2023, and the programming criteria and lists of supplies established in Annex No. 02 of [1]the PP . 130. These actions will make it possible to improve the use of the corresponding budget chains, which will contribute to the traceability of budget information; and to the decision making of GORE Amazonas and SERFOR.

Finally, this process must be developed in coordination with the different actors and/or organizational units of GORE Amazonas (Planning, Budget and Territorial Conditioning Management and ARA mainly) and SERFOR to carry out a review and optimization of the actions and strategies to follow. for the best use and performance of the additional resources that would be available, as well as to focus efforts and resources to project their intervention over time, making use of the resources and various mechanisms that improve the intervention of PP 130 in a sustainable manner in the department of Amazonas.

OBJECTIVES OF THE ASSIGNMENT

The objective of this consultancy is to prepare an additional demand proposal for the Regional Government of Amazonas, within the framework of PP 130, for Fiscal Year 2023, to be requested from the General Directorate of Public Budget (DGPP) of the Ministry of Economy and Finance (MEF), in accordance with the provisions of article 37 of Directive No. 0005-2022-EF/50.01 “Directive for Budget Execution”, in order to strengthen and improve the actions developed by GORE Amazonas within the framework of the aforementioned budget program, in accordance with Annex No. 02 of PP 130 in force for Fiscal Year 2023.

Specific objectives:

  • Estimate an additional demand proposal for GORE Amazonas, linked to PP 130, for Fiscal Year 2023, with an execution horizon from October to December.
  • Prioritize PP 130 activities to be considered in the additional demand proposal, taking into account the availability of information and the term of the consultancy. Within the prioritization of activities, activity 5005180 must necessarily be included. Granting of access rights to forest and wildlife resources and monitoring and verification actions, which is linked to the granting of CUSAF.
  • Identify the lists of supplies and the costs of the prioritized activities of PP 130, to be considered in the additional demand for GORE Amazonas, for Fiscal Year 2023.
  • Establish annual goals for prioritized activities.
  • AgroFor Consortium , and SERFOR, if applicable.

DELIVERABLES AND PAYMENT SCHEDULE

The consultant will carry out the following activities:

  1. Review of Annex No. 02 and the programmatic and functional structures of the PP 130 , approved for Fiscal Year 2023.
  2. Identify the products and/or activities of PP 130 that would be prioritized according to the statistical information available in information sources such as SERFOR and OSINFOR; as well as the information sent by the ARA Amazonas.
  3. Prioritize activity 5005180 . Granting of access rights to forest and wildlife resources and follow-up and verification actions, regarding the granting of CUSAF. It can include other enabling titles and administrative acts of the mentioned activity.
  4. Hold face-to-face meetings with different actors from GORE Amazonas and ARA Amazonas , to collect and systematize information on their resource needs for Fiscal Year 2023 within the framework of the current PP 130. This activity must be carried out in at least fifteen days, with 5 continuous days of work . Previously, the activities to be carried out must be coordinated with GGGI, in order to coordinate the work agenda with the authorities.
  5. Coordinate with the addresses and/or offices of SERFOR , according to the corresponding prioritized activity, to validate the programming criteria used in the estimation of additional demand.
  6. Face-to-face interviews with key actors , such as officials from GORE Amazonas, ARA Amazonas, SERFOR and the AgroFor Consortium , if applicable.
  7. Identify the lists of inputs and the costing of prioritized activities in accordance with the provisions of Annex No. 02 of PP 130, in force for Fiscal Year 2023. Carry out this activity under a logic of unit costing. Likewise, the costing must be carried out at the task level in case it is an activity that can be disaggregated.
  8. Determine the goals to be achieved in Fiscal Year 2023 of the prioritized activities of PP 130 in the department of Amazonas.
  9. Estimate the additional demand according to the costing prepared and the goals programmed for Fiscal Year 2023, within the framework of PP 130.
  10. Coordinate with the Office of Administration and the Budget Management of the Regional Government of Amazonas the updating of the budget certifications .
  11. Prepare the additional demand report according to what is indicated in article 37 of Directive No. 0005-2022-EF/50.01 – Budget Execution Directive.
  12. Socialize the additional demand of PP 130 for the Regional Government of Amazonas and the ARA Amazonas in situ . Any change requested by GORE Amazonas or ARA Amazonas could be included, as long as it has technical support.
  13. Presentation of the final results to the AGROFOR consortium and to the SERFOR General Planning and Budget Office.
  14. If considered, hold meetings with officials or professionals from the General Directorate of Public Budget of the MEF.
  15. Constantly coordinate with GGGI for the development of the consultancy, and attend meetings as necessary.
  16. Present progress results on the products of this consultancy.
  17. Consulting results report that systematizes the technical assistance process carried out, which must be attached to the final report.

  • Systematization of the information collected by secondary sources such as SERFOR and OSINFOR; as well as the product of the interviews carried out with different officials from Gore Amazonas, ARA Amazonas and the AgroFor Consortium , if applicable.
  • Identification of the prioritized activities to be considered in the additional demand. A technical support of the prioritization must be carried out.
  • Systematization of the list of inputs of all prioritized activities.

3 Final Report (activity from 8-17), which includes:

  • Proposal for Additional Demand for resources for Fiscal Year 2024, within the framework of the provisions of Annex No. 02 of PP 130; which has been previously socialized with the GORE and ARA Amazonas. Said proposal must include as annexes: Lists of inputs and costs of the prioritized activities and the programmed annual physical goals.

Note – As applicable, the deliverables must include and develop all the activities set forth in the scope of work.

The presentation of the results of the final product to the AGROFOR Consortium and to the General Office of Planning and Budget of SERFOR, will take place no later than 5 days after the validation of the product 3.

** The payment of each deliverable will be made with the favorable opinion of GGGI.

This project is expected to be completed in a maximum period of up to 60 calendar days .

Reporting considerations:

  • The consultant’s progress will be monitored mainly through periodic review meetings with the GGGI Peru team, the precise timing of which will be determined based on the schedule of the Work Plan proposed by the consultant.
  • All deliverables must include a digital repository, with the sources of primary and secondary, empirical, technical and scientific information used. You must also have appropriate means of verification, including records of meeting and/or workshop participants, minutes, photos, or other documents as proof of information.

The consultant will follow these key considerations:

  • The coordination of all consultancy activities is centralized in GGGI Peru.
  • At any stage of the development of the service, the GGGI Peru team may call meetings or request information from the consultant. These actions may give rise to observations or scope that must necessarily be cleared or addressed by the consultant within a maximum period of 5 calendar days.
  • The deliverables must have the favorable opinion of GGGI Peru .
  • No pending payments or extensions of time will be claimed until said observations, if any , are resolved to the satisfaction of GGGI.
EXPERTISE REQUIRED
  • Professional in economics, administration, engineering or related.
  • Preferably have a master’s degree in public management, administration, economics or related
  • General experience of at least 5 years in the public sector.
  • Minimum experience of 3 years in the preparation of public budgets, with knowledge of the guidelines of the Ministry of Economy and Finance and particularly those related to Budgetary Programs .
  • Preferably, with experience in the forestry sector.
  • Preferably, who resides in the department of Amazonas.
