Purpose
ROSTER OPENINGUnder the overall supervision of the Head of Project Implementation, Department of Partnership and Projects, and potentially under the supervision of the Project Manager of a future IMO major project (the Project), the incumbent will provide independent project and contract administration support for the Project’s implementation
Duties and Responsibilities
1 To analyse the project’s history and documentation to identify and document major project events, decisions, and deviations;2 To be the focal point for consultants and other project stakeholders on administrative and financial processes, logistical arrangements and internal procedures for monitoring and reporting;3 To provide consistent project monitoring, identify difficulties, and propose solutions that expedite the delivery of inputs and outputs.4 To provide project coordination and administration support, including day-to-day operational and contractual matters of the project;5 To monitor the execution of budget including the preparation and control of project’s budget and the management of procurement aspects in consultation with the Head of Projects and IMO Procurement team;6 To maintain accounts of the status of expenses for travel, contractual arrangements, future planned commitments through the IMO ERP system (SAP);7 To prepare and manage the mandatory project financial reports and any other interim progress reports to be submitted to the donor;8 To coordinate the communication with the donor regarding financial and budget matters in consultation with the IMO Financial Services (FS) and Management Accounting Services (MAES);9 To manage all administrative aspects related to the project financial closure;10 To arrange recruitment for consultants and subject matter experts along with their travel for project activities, including the supervision of any temporary project administration staff;11 To communicate with consultants hired on issues related to the development of training packages with support of Project Manager/Head of Projects; 12 To provide administrative support including travel arrangements to participants undertaking training organised by the project;13 To develop, manage and maintain all project databases;14 To prepare specific Project Implementation Documents (PID); and15 To undertake any other duties related to the implementation of the contract as assigned including convening the Steering Committee meetings and preparing response for submission to the donor as required by the project contract

Experience
To have a minimum of seven years’ of financial and/or administrative support experience of which a minimum of three years should be within an international setting is essential. Experience in dealing with maritime and marine responsibility will be advantageous. To be able to demonstrate experience in providing independent administrative support, budget monitoring and reporting is essential
Education
Secondary education to university entrance standard. Certifications in project management, information system management and/or financial/management or accounting would be an asset
Language Skills
Proficiency in English both written and oral is essential. Knowledge of any other official languages of the UN system would be an asset
Others
Proficiency in MS Office applications is essential, particularly MS Word and Excel. Experience with an ERP system e.g. SAP would be an asset. Experience in dealing with multi/bilateral donor projects and/or with High Level Officials would be an asset. Experience in maintaining websites, databases and any other information systems would be an asset
