1. POST CONTEXT
The incumbent’s duties are:
1) Develop the Cyber Priority Asset List (CPAL) dashboard information; 2) Develop, implement and maintain the CPAL collation, storage, exploitation and information security processes and policy; 3) Oversee all Information Assurance aspects of the CPAL database / dashboard; 4) Liase with the ACO subordinate commands counterpart to mantain an up to date CPAL database; 5) Manage CPAL information to ensure it is centralized and easily accessible; 6) Engage with Joint Force Commands (JFCs) and Single Service Commands (SSCs) to ensure assets priorities are coordinated with CyOC; 7) Responsible for the design and development of CPAL data visualizations and dashboards; 8) Manage different data visualization tools (i.e. Splunk), techniques and algorithms; 9) Monitor, evaluate, and continuously improve CPAL data feeds.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours. The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply. The risk of injury is categorised as: No risk / risk might increase when deployed. |
1) Minimum 1 year of experience with collecting data, data interpretation, algorithms and identifying issues in data sets and creating reports on the results.
2) Recent knowledge and experience of cyberspace tools in relation to support of operations for a large international, governmental, private or military organization.
3) Experience working with data visualization tools/software and ability to create different types of data visualizations to create inputs for reports, presentation, and dashboards.
Higher Secondary education and completed higher vocational training in computer science, engineering disciplines, statistics or similar numerate discipline, operations research. or related discipline leading to a formal technical or professional certification with 3 years function related experience but other secondary education such a political science, law, business will be considered, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
1) Recent experience with use of operational tools within Cyberspace Operations Centers or Computer Incident Response Centers in a large international, governmental or military organization.
2) Hands on experience with database systems.

6. Atrritubtes/Competencies

The incumbent will need to display a high degree of professionalism, technical expertise, organisational, coordination and communication skills in the performance of his/her duties. The post requires a self-starter, analytical and technical skills, data visualization management, and conceptual thinker. Team worker.
• Professional Contacts: The incumbent needs to develop very good working relationship with other entities such as the J6, J2X, NCISG, NCIA, CTAB, OCIO, NATO C3S, the NATO Office of Security, the NATO Office of Resources, NATO member Nations, as well as Cyberspace staff within the subordinate Commands.
• Contribution To Objectives: Support for the achievement of a comprehensive situational awareness for cyber operations. Maintains close coordination with the NATO Cyberspace community. Develops and maintains CPAL subject matter expertise relating to NATO Cyber Operations
CONTRACT
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
