IFC’s Advisory Services in Public Private Partnerships unit (C3P) is focused on assisting governments in developing and bringing to market public-private partnerships (PPPs) primarily in the infrastructure and social sectors. C3P is now seeking to recruit a Principal Investment Officer (PIO), to oversee the implementation of PPP projects with a particular focus on the Caribbean sub-region while also engaging with governments across the broader region interested in developing and implementing new PPP programs.
The successful candidate would be based in Santo Domingo, the Dominican Republic or Kingston, Jamaica and would report to the Manager of the C3P Program for Latin America and the Caribbean.
ROLES AND RESPONSABILITIES:
• Take the lead on managing the Caribbean focused team based, providing mentoring, training and supervision.
• For select transactions across the region, take the lead on project implementation working together with different project teams.
• Oversee less experienced staff on project teams, ensuring quality execution, good client service and the development of staff.
• Take responsibility for the design of Terms of Reference for specialized consultant support to project teams, the selection and management of consultants, requests for proposals and applications for funding for consultant costs.
• Lead technical, legal, regulatory, financial and commercial assessment of transactions, as well as project structure design.
• Be able to directly develop complex financial models for PPP projects and oversee junior staff in the production of financial models.
• Manage the drafting and negotiation of contractual and bidding documents such as concession agreements, shareholder agreements, etc.
• Lead the marketing of the transaction to potential private sector investors.
• Manage the execution of competitive, transparent tender processes, and the resultant finalization of contractual agreements between investors and client governments.
• Take the lead on engaging with governments considering developing new PPP projects or programs across the region, taking a proactive approach to developing new client and government contacts and project leads in conjunction with colleagues from the team, as well as IFC regional colleagues and the wider World Bank Group.
• Take the lead on the preparation of proposals or mandates for resulting new projects, the preparation and negotiation of client proposals and overseeing internal approval processes.
• Coordinate closely with social, environmental, and investment colleagues in order to add value to our clients’ projects.
• Provide market intelligence and knowledge of developments affecting the sector across the region.
• Develop reports for Senior Management upon request.
Selection Criteria
• MBA or equivalent degree in business, finance or economics.
• At least 15-years experience in developing and/or implementing PPP projects, or other relevant experience across multiple countries.
• Understanding of PPPs and different structures for engaging the private participation in the delivery of infrastructure services and ability to articulate the pros and cons of alternative approaches and potential structures.
• Deep understanding of the infrastructure business and experience of working across different infrastructure sub-sectors.
• Demonstrated experience and credibility in dealing at a senior level with government clients, investors and other stakeholders of infrastructure projects.
• Strong knowledge, networks and credibility within the government and business communities, across the region.
• Strong financial, analytical and modeling skills; sound business judgment; ability to find creative solutions to accommodate different interests. Experience in reviewing legal documents and/or technical studies.
• Strong track record of contractual and/or financial closings of infrastructure transactions and ability to develop innovative solutions.
• Experience in successfully managing diverse project teams on multiple transactions. Open to feedback and new ideas but with an ability to guide staff to solutions.
• Proficiency in English. French and/or Spanish would be a plus.
• Excellent communication skills both written and oral, including the ability to convey ideas and positions clearly and persuasively.
• Excellent interpersonal skills, with the ability to establish and develop relationships.
• Leadership, coaching and mentoring skills.
• Highest standards of ethical integrity and transparency.
• Willingness to travel extensively across the region.
