This is a great opportunity for a talent acquisition professional specialises in IT, who has the proven track record in building recruitment strategies against the business plan to source highly skilled and diverse candidates through a variety of innovative recruitment initiatives.

Purpose of Job

The Principal, IT Recruiter will manage the pipeline of IT & Multi-year Investment Programme (MYIP) recruitment. They will be responsible for implementing recruitment strategy and initiatives to support the acquisition of high-quality external talent as well as well as internal sourcing of candidates for vacancies. The Principal, IT Recruiter is responsible for managing the recruitment process and ensuring compliance with the Bank’s procedures and recruitment best practice. The role manages the recruitment function and the IT department’s recruitment budget to secure the best talent for value for money. The role ensures that the Bank sources qualified, diverse candidates to meet position requirements from internal, external and/or referral pools.

Accountabilities & Responsibilities

  • Managing the recruitment process to source highly skilled and diverse candidates through a variety of innovative recruitment initiatives.
  • Managing the pipeline of recruitment demand, working closely with IT & CTO leadership teams to sequence and prioritise and provide regular progress report.
  • Working with the HR Business Partners and Talent Acquisition team to enable the business leaders to plan proactively for future talent requirements.
  • To create the appropriate processes, systems and tools to attract top calibre candidates via a strong employer brand and a compelling employee value proposition (EVP). Working with HR Effectiveness and Communication to embed the EVP and brand into the organisation.
  • Working with the broader team to translate diversity and inclusion policy into candidate attraction strategies.
  • Providing overall direction to and management of the recruitment strategy, guidelines, tools and procedures to ensure they remain aligned with current best practice.
  • Advising HR Business Partners, IT & CTO leadership teams on all significant staffing, sourcing and recruiting initiatives to secure the best possible talent for the EBRD in all geographic locations.
  • Building and maintaining a network of professional relationships designed to tap into and yield the best possible talent.
  • Selecting, appointing and managing third party vendors, manage the supplier relationships and ensure vendor performance attains service level agreements and value for money.
  • Managing the recruitment for the IT department’s International Professionals Programme and Internship positions.
  • Understanding relevant candidate markets and associated reward factors to proactively source a pipeline of well catalogued passive candidates who are potential future quality hires for the EBRD. Sharing insight with Performance and Reward to inform compensation approach.
  • Leading the development and implementation of outreach programmes to include targeted job fairs, networking events and other activities to source active and passive diverse candidates for the Bank.
  • Execute recruitment requisitions:
  1. administering requisition approval;
  2. handling advertising (internal and external);
  3. determining and applying the optimum sourcing channels (e.g. internal or on-line databases, employee referrals and/or network contact lists) to yield the best possible talent;
  4. evaluating candidate profiles;
  5. performing preliminary screening assessments;
  6. conducting in-depth interviews and screen candidates for competence, interest level, salary range and relocation needs; and
  7. evaluating motivational factors for candidates and their likely acceptance of potential offer before recommending a suitable short-list to the relevant HR Business Partner and the internal client.
  • Managing the recruitment budget to secure the best talent for the Bank via the most cost effective means.
  • Developing and implementing a suite of metrics to measure the performance of the IT department’s talent acquisition strategy, and the aim to reduce time-to-fill and cost-per-hire and increasing quality of hire.
  • Provide effective tracking & reporting on the pipeline of recruitment activities.

Knowledge, Skills, Experience & Qualifications

  • Solid track record of executing recruitments at a variety of levels in the financial sector on an international scale. Prior experience of leading an in-house recruitment team in the financial sector desirable.
  • Bachelor’s degree (preferably in Business, Organisational Psychology or Human Resources or related area) or equivalent work experience.
  • Degree qualified or relevant experience/qualifications in IT Recruitment (preferably in Business, Organisational Psychology or Human Resources or related area) or equivalent work experience.
  • Leadership and management skills. The ability to manage and motivate a team to develop and implement creative solutions.
  • Strong consulting and advisory skills allied to good client relationship management skills.
  • The ability to assess candidates objectively and accurately.
  • The ability to establish trust and a reputation for discretion and sound judgment and advice.
  • The ability to communicate clearly and succinctly orally and in writing.
  • Strong influencing and persuasion skills.
  • An extensive network of contacts relevant to the Bank’s business, and in particular the IT sector, sufficiently developed to yield talent leads.
  • Customer service experience and commercial awareness.
  • Self-motivated, resourceful, thorough, and capable of establishing collaborative solutions.
  • Excellent time management and communication skills.
  • Strong organisational and multi-tasking skills, including the ability to prioritise and schedule own workload.
  • Ability to develop and manage effective cross-departmental networks.
