Position Overview

As the Principal TC Project Implementation Advisor (PIA), you’ll play a pivotal role in our Procurement Policy and Advisory Department (PPAD). Your primary responsibility will be to provide expert guidance on Technical Cooperation (TC) projects, ensuring adherence to the Bank’s policies and promoting international best practices in procurement and contracting.

Key Responsibilities

  • Offer expert advice and support to PIAs and project teams on grant-funded contract selection and administration.
  • Act as a guardian of the Bank’s Procurement Policies and Rules (PPR), maintaining high standards of integrity throughout project cycles.
  • Provide comprehensive guidance on procurement procedures, incorporating lessons learned to enhance project design quality.
  • Liaise with internal stakeholders including Banking teams, Donor Co-Financing Department, and Legal Counsel to ensure smooth project implementation.
  • Assess implementation risks and propose mitigation measures to ensure timely project completion.
  • Review legal documentation and contracts to ensure compliance with PPR and project strategies.

Requirements:

  • Higher degree in business administration, economics, engineering, or law. Additional procurement qualifications preferred.
  • Experience in IFI-funded projects involving grant-funded Technical Cooperation.
  • Practical experience in procurement and project implementation, preferably in emerging markets or countries in transition.
  • Knowledge of risk management and modern procurement practices.
  • Familiarity with the FIDIC Suite of Contracts is advantageous.
  • Excellent command of written and spoken English.
  • Strong analytical, communication, and presentation skills.
