JOB DETAIL

What we are looking for:

An experienced, enthusiastic, and highly motivated professional with a strong background in Supply Chain Management to coordinate and conduct complex international and local procurement, as well as to improve the overall procurement activities in Palestine to be able to deliver high quality, efficient, effective, and compliant procurement services to meet the needs of Programs.

What you will do:

  • Work closely with the Country and Area office Logistics staff to identify challenges and collaboratively identify solutions.
  • Organize clear system and process to provide on-the-job training to staff and oversight and monitoring of procurement.
  • Be the focal point for procurement process, auditing, and reporting to different Donors.
  • Consolidate Area Office (AO) procurement plans at the Country Office (CO) level and conduct high level review.
  • Improve overall procurement activities, templates, and quality of reporting.
  • Support AO in development of Procurement plan and reflect them on the Country procurement plan.
  • Be the key focal point for procurements which are reviewed by the regional High value tender committee.
  • Supervise/Lead the management of international tenders to support the operation inside Palestine and Gaza from Egypt side.
  • Closely monitor and coordinate an international supply chain for goods procured for Gaza.
  • Supervise/Lead the procurement processes related to major procurements and in particular those result in signing framework agreements as well as those relating to consultancy.
  • Review and update SoPs when required as well as always ensure its adherence and that of the NRC Logistics Handbook.
  • Conduct regular spot-checks on Supporting Documentation.
  • Liaise with compliance department to improve quality of services delivered by logistics to other NRC departments and therefore beneficiaries.
  • Upon need to supervise/ lead on the conducting Market Assessments to support strategic and operational needs of NRC Palestine.

What you will bring:

  • Bachelor’s degree in supply management, Business Administration or any other related field is required. An advanced degree equivalent to master’s degree is preferred.
  • Minimum 3 years of senior Logistics experience in humanitarian contexts.
  • Experience from working in complex and volatile contexts. Knowledge of Palestinian context is highly desirable.
  • Proven experience in conducting an international and local procurement.
  • Proven experience on Supply Chain Management and Compliance.
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Fluency in English language is a must, both written and verbal. Fluency in Arabic will be considered as an additional asset.

What we offer:

  • Duty station: Jerusalem, Palestine.
  • Contract: 12 months (renewable conditional on funding and performance)
  • Travel: 30% within NRC’s areas of operation in Palestine (Jerusalem, West Bank and Gaza)
  • Salary/benefits: grade 8 on NRC’s salary scale, with accompanying terms and conditions
