Where such systems do not exist or are chronically underperforming, RI’s crisis response lays the foundation for long-term, sustainable change. Position Summary. Working under the overall responsibility of the RI Turkey CD the Procurement and Supply Chain Specialist will be responsible for Supply Chain and Operations in the Turkey Emergency Response, including national and international procurement, imports, warehousing and general operations and logistics of the mission. The role will work with the RI national Supply Chain and Operations staff and the Country Management and emergency response teams in Turkey. Key Responsibilities and Duties. Oversee all procurement related to the earthquake response in Turkey and internationally. Clarify and embed the most effective supply chain for freight and import of items sourced internationally, their customs clearance, local storage (in good storage conditions) for all items and onward delivery to projects Lead on all international shipments, ensuring relevant information and documentation is available to the right stakeholders at the right time to enable smooth and efficient import and delivery Support the design and implementation of distributions and deliveries, including all logistics and supply chain aspects Establish a sustainable local fleet solution, using existing and new contracts and enable the local team to manage the fleet effectively going forward Enable the SCO team to manage all staff movements in and through Turkey, including staff and consultants arriving from outside of Turkey Establish and setup a new Country Office and relevant accommodation for staff, including security, safety, maintenance, utilities and a stable internet. Ensure that all Supply Chain, Operations and Procurement activities are in compliance to RI Policies at all times Ensure that all Supply Chain, Operations and Procurement activities are in compliance with national regulations Establish and train local staff on SOPS to support Turkey operations, ensuring compliance to RI policies Maintain and provide regular procurement, stock, asset and operating costs reports to management in country and at a regional level Establish any required Framework Agreements (e.g. for fuel or other items/services) that are not already in place Develop and maintain respectful and effective relationships with the humanitarian systems (e.g. Logs Cluster) and with key Government of Turkey officials to enable smooth working of RIs operations and Supply Chains in Turkey. Other related tasks that may from time to time. Uphold and promote RI’s commitment to ensuring the safeguarding and safety of the vulnerable communities we serve. Consistent with RI’s safeguarding and protection policies, contribute to ensuring that all those who come into contact with Relief International staff and the communities we serve can be trusted to work safely with them Support and develop systems that create and maintain an environment that prevents sexual exploitation and abuse and promotes the implementation of the Code of Conduct and safeguarding policies. Work collaboratively with the Global Safeguarding Manager to advocate for the inclusion of safeguarding activities and resources within program Ability to demonstrate knowledge of donor requirements of safeguarding standards and protection from exploitation and abuse Other duties as required for this role. Role requirements. Experience and skills required for the role. A Bachelor’s degree or similar is required and Master degree will be plus in a related field. Substantial experience with an international NGO in similar position. Strong organizational and prioritization skills. Fluent in English oral and written. Fluent in Turkish and or Arabic is an advantage Honest and trustworthy Computer skills and office management skills. Human Relation skills, including integrity and ability to work with minimum supervision and under pressure preferred. RI Values.
