Procurement Assistant*
In Idlib/Aldana
The position is to be filled by July, 2023. Employment/Service location will be [[Al Dana]], Syria. The position is paid according to SG5.
Your responsibilities
Overall Role:
Under the direct supervision of the Senior Supply Chain Officer/Supply chain officer and procurement officer , the Procurement Assistant provides efficient and effective support to the projects assigned to him/her:
- Update price lists and vendor databases for goods/services/work
- Apply and control WHH procedures to all purchases of items/services/work contract.
- Verify and process quote requests, quotation analysis and SPRs
- Ensure the collected documents are compliant with WHH procedures: supplier stamp, signature, date, …. Etc.
- Identify suppliers, collect all the necessary information on them and request quotations if demanded by line manager.
- Contribute to assessing the quality of the purchase/services/work in accordance with the technical advisors.
- Prepare payments under the supervision of the line manager and send payment request to finance department.
- Attend and monitor all the market assessment requested inside Syria.
- Implement purchases, monitoring adherence to validation regulations and procedures
- Negotiate prices, deadlines, and methods of delivery
- Ensure that relationships with suppliers are monitored
- Report any difficulty/issue with supplier to the line manager
- Ensures the proper functioning of supply chain including procurement planning.
- Ensure documenting receipt of good.
- Liaising with the suppliers for all local purchases.
- Support the procurement activities
- Under the supervision of Senior Supply Chain officer follow ASL “approved supplier list ” to be prepared and attend due diligence for each supplier.
- SPR TRACKER:
- Ensure that all comments on delays in procurement, special procurement requirements, or other relevant information is updated onto the SPRs tracking sheet on a daily basis.
- Participate in program Management Meetings ensuring there is full update/information on Procurement for each grant
- Liaise closely with the procurement team to ensure that the WHH SPR Tracking sheet is updated daily
- Check Payment Orders and ensure attached procurement files are complete, correct and have the relevant signatures before they are submitted to finance department for payment.
In addition to the above, the Procurement Assistant may be asked to carry out other duties requested by the Supply Chain Senior Officer.
Your profile
Required Qualifications:
- Position open to Syrian nationals only
- Education: University degree or college.
- Work Experience: Minimum two-years professional experience in a similar position, preferably in a non-profit organization
- Skills/knowledge:
- Previous experience procurement and logistics
- Proven knowledge of computerized systems; high degree of computer literacy and word processing and Excel skills
- Knowledge file management, transcription, and other administrative procedures.
- Ability to work with minimum or no supervision with the ability to deliver tasks timely.
- Ability to report to remotely located management
- Social Skills; Ability to build a network and work in a team under pressure.
- Language Skills: English and Arabic highly required (written & spoken).
