1. Area of expertise: Procurement Consultant
2. Purpose of consultancy
During the assignment the consultant will develop Medical Equipment Specifications and Scope identification to enhance the efficiency and effectiveness of supplies.
3. Background
In all countries experiencing emergencies, WHO works in support of and in close collaboration with the national and local health authorities to lead a coordinated and effective Health Cluster response, together with the national and international community. WHO’s work aims to save lives, minimize adverse health effects, and preserve dignity, with specific attention to vulnerable and marginalized populations.
4. Deliverables
Output 1: Develop Health Equipment Specifications Document as per Donor Agreements under CCU SCRP (World Bank), KSR Projects, and BMGF projects in 2024
Deliverable 1.1: Collaborate with internal and external stakeholder to develop comprehensive specifications for a range of health equipment including but not limited to biomedical devices, diagnostic tools, pharmaceuticals, Oxygen Plants, Blood Bank . Ensuring health equipment are meeting international standards, quality requirements, and aligned with specific healthcare need in Somalia.
Deliverable 1.2: Provide guidance on strengthening procurement practices by conducting a thorough market research to identify potential suppliers, manufacturers, and distributors of health equipment. Estimate needed budget, identify obstacles, and suggest solutions to overcome it.
Deliverable 1.3: Develop guidelines to assess vendors based on vendor assessment report that includes an evaluation of their capabilities, pricing, quality control measures, and delivery timelines.
Deliverable 1.4: Provide training and capacity building for nationals on medical equipment specification development, equipment selection and proposal evaluations.
Deliverable 1.5: Develop manual for inventory management of all biomedical equipment including servicing and maintenance status in line with signed contracts.
5. Qualifications, experience, skills and languages
Educational Qualifications:
Essential: Master’s degree in Bio Medical Engineering
Experience:
Essential:
· 7 to 10 years of experience in procurement of medical equipment including assessing the relevant needs of health facilities
· Capacity building and training for the proper use of newly purchased medical equipment.
Desirable:
· Previous experience working in Somalia context.
Skills/Knowledge:
· Report-writing skills (in English).
· Strong analytic skills.
· Excellent communication and time-management capacity.
· Good negotiation skills.
Languages and level required (Basic/Intermediate/Expert):
Excellent knowledge in English
6. Location
On site: Mogadishu with frequent visits to other Somalia states to support analyzing the needs of health facilities.
Travel
The consultant will be required to travel inside the country
7. Remuneration and budget (travel costs are excluded):
a. Remuneration: Level B (High end of range) – USD $ 499 (Daily) and USD $ 9,980 (Monthly)
b. Expected duration of contract (Maximum contract duration is 11 months per calendar year): 11 months.
