Position Overview

Pact, Inc. seeks a Procurement Manager to work on the recently awarded, five-year USAID/Zambia Integrated HIV and Health Activity (ZIH) contract. ZIH will support the USAID and PEPFAR objectives of 95/95/95 and providing service delivery and technical assistance to improve Maternal, Newborn, and Child Health (MNCH) and Family Planning & Reproductive Health (FP/RH) services. ZIH will improve, sustain, and further integrate HIV/AIDS, MNCH and FP/RH services at the health facility and community levels and ensure that client-centered, high-impact, high-quality services are available to all Zambians.

 

The project will be led by Pact in partnership with the Centre for Infectious Disease Research in Zambia, Circle of Hope, Mothers2Mothers, Copper Rose Zambia, Zambia Network of Young People Living with HIV, and Viamo. Zambia Integrated Health will improve health outcomes of Zambians through equitable access to high-quality health services in the areas of client-centered HIV, HIV/TB, MNCH, Family Planning and Reproductive Health. It will reduce mortality, morbidity, and HIV transmission for sub-populations in Northwestern, Copperbelt, and Central Provinces. Pact will work closely with the Government of the Republic of Zambia to attain the country’s goal of reaching HIV epidemic control (95-95-95) by 2030.

 

The activity will be delivered through three main components namely:

  1. Increase coverage of comprehensive and person-centered HIV, TB/HIV, FP/RH, MNCH prevention, diagnosis, care, treatment and support services in both communities and health facilities.
  2. Increase utilization of community and facility-based quality and person-centered integrated HIV, TB/HIV, FP/RH, MNCH services;
  3. Increase capacities of Provincial and District Health Offices to improve quality and sustain Direct Service Delivery of integrated HIV, TB/HIV, FP/RH, MNCH during and beyond the life of the activity.

The Procurement Manager is a full-time position based in Lusaka. S/he will support the ZIH Director – Finance Management and Operations in managing procurement of goods and services through subcontracts, blanket purchase agreements and purchase orders. S/he will also ensure procurements for ZIH project are conducted in a timely manner and are in line with the USAID regulations and Pact internal policies and procedures.

This is a Zambia based local Position and open to Zambian nationals only.

Key Responsibilities

  • Oversee all project procurement; and ensure procurement is transparent and carried out in accordance with USAID regulations, Pact policies and procedures.
  • Ensure that the procurement tracker is up to date.
  • Review all Purchase Request (PR) forms.
  • Review procurement documents prepared by the Procurement Officer/Assistant to ensure accuracy and adherence to Pact procurement guidelines.
  • Ensure that procurement files are maintained in accordance with applicable policies and procedures.
  • Assign Purchase Requisitions to respective Procurement Officers for processing.
  • In coordination with Operations Manager as appropriate, collaborate with the Finance Manager to ensure all vendor payments are paid on time
  • Update end users (Requesters) on the progress of their procurement requests.
  • Support the ZIH Director- Finance Management and Operations to review and track the procurement plan; communicate and share procurement updates with the various user departments across provinces and head office on a regular basis.
  • Support the ZIH Director- Finance Management and Operations to review Purchase Requisitions, Purchase orders and contracts, for all ZIH offices.
  • Coordinate with the technical teams to ensure proper documentation of inventory movement and all distribution of commodities and supplies.
  • Ensure that vendors are furnished with the VAT exemption LPO and coordinate the timely retirement and replacement of VAT LPO books across ZIHA Offices.
  • Supervise ZIH Procurement Officer and Procurement Assistant and provide training and coaching where necessary.
  • Any other duties as assigned.

Basic Requirements

  • Minimum of a bachelor’s degree of Arts in Procurement, Purchasing and Supply, Business Administration, Management, or equivalent.
  • A minimum of seven years’ experience including a minimum of three (3) years’ experience in cost principles, procurement management of U.S. assistance programs of similar size, complexity and setting.
  • Demonstrated experience in managing and supervising a team.
  • Outstanding interpersonal skills and eager to work in a fast-paced multicultural organization.
  • Experience with U.S. acquisition programs of similar size, complexity and setting preferred.
  • Demonstrated experience supporting and working with program technical staff to ensure efficient utilization of resources.
  • Ability to communicate effectively in English, both verbally and in writing.
  • Exceptional computer skills, particularly in Microsoft Office applications such as Excel, and commercial accounting software programs.
