Purpose of the Position:

In accordance with established procurement rules and the principles of public procurement, the purpose of this role is to develop and execute procurement strategies; ensure that procurement policies and procedures meet internal and external compliance requirements around diversity, social responsibility & sustainability goals; and take a lead role in strategic procurement planning; establish, monitor and evaluate supply agreements; and contributing to contractual negotiations.

Objectives of the Programme:

The objective of the Centre is to provide trusted ICT services and digital business solutions to its Clients and Partner Organizations.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the Head of Procurement (MSP) within Management and Strategy Division (MS), and in close collaboration with procurement team members and relevant stakeholders across all Divisions, on the following responsibilities:

  • Support the Head, MSP, in implementing UNICC procurement strategy based on strategic sourcing goals and good practices Manage a portfolio of goods and service contracts, including contractual aspects of acquisitions, establishment of ad hoc agreements or special contractual arrangements Coordinate, monitor, and execute annual procurement plans from Divisions/Sections, including all relevant service contracting requirements
  • Review and develop when appropriate Terms of Reference (TORs) for specific requirements and consult with Business Owner and other relevant stakeholders to achieve clear objectives in the contracting of services related to public procurement principles
  • Identify and implement relevant supply strategies and procurement modalities for specific contracting activities
  • Manage tender processes, issue, review and approve contracts and Long-term Agreements (LTAs) in compliance with the UNICC/WHO Financial Rules and Regulations, procurement guidelines, and all other applicable procurement procedures
  • Negotiate terms and conditions with Business Owners and suppliers, including legal terms in consultation with the UNICC Senior Legal Policy Officer, prices, conditions etc.
  • Provide advice and guidance to managers and relevant internal clients concerning service contracting, contractual conditions and contracting processes in general
  • Evaluate supplier’s performance with respect to agreed contractual deliverables. Recommend, Document and implement required corrective actions when necessary
  • Identify and propose to the Head, MSP, opportunities for improvement with regard to procurement processes. Leverage on digital solutions whenever possible
  • Other: Provide other ad hoc support either within the team or in other teams as required – this includes the participation in special projects or support to service delivery for short period of time on a part-time or full time basis upon request from the senior management

Recruitment Profile

Experience and Skills required:

Essential:

  • A minimum of five (5) years of relevant professional experience in procurement and contracts management and operations, Good experience in procurement planning, negotiating and administering service contracts
  • Sound practical knowledge of public procurement principles, rules and regulations
  • Sound knowledge of procurement operations and processes including Procure-to-Pay modules in ERP
  • Sound knowledge of best practices of sourcing, planning and vendor evaluation
  • Collaborative and oriented to internal customer service

Desirable:

  • Relevant experience in legal analysis and market research
  • Experience in Power BI and procurement reporting

Education*:

Essential:

  • Advanced university degree or equivalent in business administration, public administration, engineering or IT or other similar area. A first-level university degree in business administration, public administration, engineering or IT or other similar area in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree

Desirable:

  • Industry relevant qualifications, such as from the Chartered Institute of Purchasing & Supply (CIPS) or equivalent
  • Additional study or training in law or a recognized qualification / certification in procurement

Languages:

  • Expert knowledge of English is required
  • Intermediate knowledge of French or Spanish is desirable

Other Information

Compensation:

Annual Salary Estimation (net of tax at single rate):

  • Valencia (Spain), including post adjustment (34,0% on July 2023): US$ 84,007.
