Job Profile

The incumbent provides advice on procurement activities in the OPEC Fund, in accordance with the procurement framework, manual and processes, in order to maintain the best value for money and the highest levels of ethical procurement operations.

Duties and Responsibilities

Procurement

  • Undertakes the operations of full cycle of procurement process from planning through solicitation of competitive bidding process and/or market research through Request for Proposals or Request for Quotations or any other approved means for assessing the viability of goods/service providers.
  • Prepares draft procurement evaluation reports, relying on the outcome of the technical and financial evaluations conducted by the respective procurement evaluation committees.
  • Benchmarks procurement policies and practices of AAA/AA+ multinational development banks to introduce best practices and policy reviews.
  • Introduce proactive methods through planning of the various requirements to support the Fund in all matters related to IT as well as consultancies
  • Responsible for maintaining an up to date roster of consultants and replenishing the roster through periodic calls for Expression of Interest (EoI).
  • Assists in generating procurement information and reports, support on various action items, draft various work schedules, and deliverables with the team.
  • Monitors procurement progress regularly so as to report status budget utilization to procurement management.
  • Assists in processing requisitions to ensure timely order submission and negotiating costs, delivery schedules and contract terms.
  • Facilitates the preparation of yearly procurement planning.
  • Assists in coordinating the conduct of market surveys
  • Assists in the preparation of analytical reports with regards to procurement evaluation committees’ budget compliance and due diligence.

    Contract requirements

  • Assists team in ensuring proper due diligence procurement related activities as needed.
  • Works with the Requisitioning Department/Unit in establishing the cost price analysis to formulate negotiation plans.
  • Identifies contract requirements and writes specifications for a small portfolio or area of the business for existing contracts and/or new contracts.

    Information and business advice

  • Supports in developing innovative approaches to review procurement process effectiveness and explores logistics solutions for customers and suppliers.
  • Provides recommendations on all procurement related issues, plans, reports, and metrics.
  • Work on Identifying and drafting standard operating processes that address OPEC Fund’s procurement operation and daily workflow and requirements

    Data collection & analysis Reporting

  • Creates and analyses documented comparative costs submitted by suppliers.

    Sourcing

  • Collects and analyzes the key cost drivers and alternative suppliers, in consultation with relevant functions to provide solid market information for decision making on vendor sourcing.

Mentoring

  • Mentors less experienced staff, i.e. Procurement Assistants.

Carries out other tasks assigned by the Head, Corporate Procurement that are related to the job function.

Qualifications and Experience

  • Master’s degree in in Procurement, Business Administration, Economics or a related field.
  • A minimum of seven years relevant professional experience in procurement administration and similar activities.
  • Preferably at least four years relevant experience in an international organization or multi development banks.
  • Fluent in English. Good working knowledge of Arabic, German,French or Spanish is an added advantage.

Technical Competencies/Skills

  • Proficiency in MS Office suite, including Word, Excel and PowerPoint
  • Experience of working with Enterprise Resource Planning (ERP), preferably SAP, is desirable
  • Experience of working with e-tendering systems such as SAP, Ariba or similar is desirable
  • Experience in conducting international tender exercises to award contracts for procurement of complex goods and services is desirable.
