Duties and Responsibilities

Gender-Based Violence (GBV) is one of the most prevalent human rights violations in the world. Prior to reaching GBV support, women, girls and all other at-risk groups confront barriers in seeking help including cultural norms and stigmatisation of confessing their GBV experience to family and community including health providers.

Department of Health in United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) recently developed its technical guideline for health staff on GBV response to address the unmet health needs, prevent response delay, and promote quality care in recognition of health workers’ role as the first and sometimes only point of contact for GBV survivors. The first phase of the training series has been conducted as a training of trainers (ToT) in March 2023 for GBV focal points of the health programme. The roll-out of the training will continue to expand to all health care staff throughout 2023 so as to realise comprehensive, sensitive and compassionate services from the entry point to the referral. As the trainings continue, UNRWA plans to conduct rigorous monitoring and study if the trainings are effective in responding to meet the needs of survivors.

UNRWA department of health also seeks to conduct gender analysis of Family health team (FHT) approach. The approach has been introduced in UNRWA health programme since 2012, whereby each Palestine refugee family is allocated to one family health team consisting of doctors, nurses and midwives, aiming to provide holistic family medicine, allowing them to access to the same team to have smooth follow up and continuum care. While this approach largely improved the comprehensiveness and efficiency of the whole health service, UNRWA health program recently seeks to analyse how FHT contributes or hinders access to health services by vulnerable populations such as GBV survivors, since the act of violence can often be perpetuated even by their close family members or intimate partner and the GBV survivors may face challenges seeking help from the same health staff who take care of their family. GBV often leaves the consequences of SRHR service needs (i.e., unintended pregnancy, STI, and unsafe abortion etc), analysing GBV and Sexual and Reproductive Health and Rights (SRHR) service uptake among vulnerable population is vital to understand current programming and will inform decision in improving our services.

To promote access to quality GBV response and SRHR services for Palestine refugees, UNRWA is seeking a consultant with a understanding of gender, GBV and SRHR issues to conduct an analysis of current GBV programming in the Health department and gender analysis of family health team approach.

The incumbent of this post will receive technical guidance from the Director of Health, the Public Health Specialist and the relevant team members

Deliverable:

1. Finalise the study design of GBV operational research and gender analysis of Family Health Team Approach.
2. Lead the implementation of gender analysis of FHT and submit a draft preliminary report.
3. Lead the implementation of GBV operational research and submit a draft preliminary report.
4. Submit the final reports for GBV operational research and gender analysis of FHT.

Qualifications/special skills

1. An advanced university degree (Master’s degree or equivalent) in fields such as Public Health, Medicine, gender, sexual and reproductive health and rights or other relevant fields of study from a recognized institution.
2. A minimum of 4 years of relevant professional experience in the field of primary health care, research and health advocacy relevant to gender, GBV and SRHR.
3. Minimum of 2 continuous years of relevant international experience outside UNRWA’s areas of operations and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number.

4. Experience in research development and analysis on gender-sensitive and social inclusion studies.
5. Outstanding communication skills, with excellent command of spoken and written English.

Additional Information

The work will be based in the office at UNRWA HQ Amman.
The consultant is encouraged to have their laptop.
UNRWA will cover travelling costs and DSA to and from the five Fields.
