Job Purpose:

Program Analyst SRHR Supply Chain Management position is located in Islamabad Pakistan. Reports directly to Program Specialist SRH and work closely with colleagues in Islamabad and Provincial Offices.

The position is responsible for direct technical assistance and coordination for strengthening national forecasting/quantification, procurement planning, introduction of new products, and strengthening downstream supply chain management, ensuring “end-to-end” visibility and effective distribution of commodities, and identifying, troubleshooting, and implementing remedial action plans from the Last Mile Assurance (LMA) process recommendations.

You would be responsible for:

The position supports governments and other implementing partners for building a ready, responsive, and resilient supply chain required for sustained and equitable access to and delivery of Sexual Reproductive Health (SRH) commodities. Expected technical and coordination role include:

Strengthening Supply Chain Systems by improving the cLMIS to secure expanded geographic coverage and optimal utilization for planning, monitoring, validation, and reporting at national and sub-national level 

  • Assist the government in improving Health system for distribution of RH commodities.
  • Facilitate capacity building of relevant departments for effective data driven distribution of FP commodities, including for improving availability of stocks at last mile.
  • Facilitate   comprehensive data inputs from all stakeholders (including the private sector) to the cLMIS covering more geographic areas.

Enabling policy environment for sustained commodity security for a choice of methods and accountability mechanisms for timely and equitable availability.

  • Assist in the development of the national RHCS strategy and its roll out at the provincial and regional level.
  • Provide technical assistance in developing a roadmap for local production of FP commodities

Enabling environment for increased and sustainable financing for RH/FP from domestic and other sources for scaling up the implementation of policies and laws related to the ICPD agenda.

  • Support UNFPA Country Office team in drafting of policy briefs and advocacy message for increased and sustained financing for FP commodities.
  • Assist UNFPA SRH team and implementing partners in convening policy dialogues, including with parliamentarians and other key officials for increase investments in FP/ Supply Chain Management.

Supporting realization of rights-based RH/FP and for expanding lesser-used methods in national and sub national policies and programmes. 

  • Solicit global good practices and high impact interventions on FP/SCM and facilitate wider knowledge share and capacity building sessions to promote Right Based FP and expanding method-mix.

Work closely with operations team for ensuring availability of UNFPA supplies partnership commodities at last mile 

  • Support Operations team in a timely and effective manner to respond to IP supply-chain management (SCM) capacity gaps
  • Safeguarding, management and use of the supplies, either through capacity building initiatives, risk mitigation efforts, and/or increased oversight.
  • Monitor the performance of IPs, and enforce accountability for the safeguarding, management, and use of supplies.
  • Coordinate on-the-job trainings and capacity building of the warehouse managers of implementing partners, receiving UNFPA programme supplies in close collaboration with other UN agencies/health sector partners, who are also providing health supplies

Qualifications and Experience: 

Education:  

Advanced university degree in Medical Science, Pharmacy, Supply Chain Management, Logistics or equivalent field is required. A professional Supply Chain Management certification would be an asset.
Knowledge and Experience: 

A minimum of five years of relevant progressively responsible professional experience, including management experience of managing partnership and/or coordination at the national level.

Minimum of three years of substantive experience in health commodity quantification, forecasting, supply management, warehousing, distribution, logistics information systems.

Demonstrated experience and successful track record in public health SCM strategy and network design creation and implementation.

Experience providing direct and successful technical support on public health SCM in development and preferably also in a complex humanitarian operating environments.

Experience in developing analytical tools for management reporting and performance metrics in supply chain.

Basic knowledge of the principles and operational aspects of integrated SRH health care in the global development and humanitarian community is an additional asset.

Experience in family planning method mix, contraceptive technology and humanitarian preparedness and prepositioning.

Professional written and spoken presentation skills, including for the development of reports, presentations, and the ability to synthesize complex technical documents for both technical and non-technical audiences.

Strong interpersonal skills and capability to develop and maintain broad diversified partnerships.

Familiarity with UN agencies procurement and supply chain management policies, and guidelines is an asset.
