Overall purpose of the role:

Under the supervision of the country director, the Program and Partnership Team Leader is in charge to oversee the new program of DRC Mexico, in consortium with 3 partners. The Team leader will coordinate and supervise the quality implementation with all the parties, in compliance with DRC and donors’ rules.

Main responsabilities:

Project management

  • Hold overall responsibility for high-quality design and implementation of all aspects of the program
  • Ensure compliance with and adherence to DRC and PRM rules and regulations, including financial policies and procedures.
  • Ensure timely startup and implementation of the program in collaboration with country program staff, partner(s) and relevant departments.

Partnership Oversight and Management

• Maintain oversight of partnership commitments and processes including development of a partnership strategy

• Stay up to date on DRC partnership tools, advocating for support from region and HQ as needed

• Support the partnership selection and due diligence process including leading preliminary meetings with partners, leading on DRC’s partnership assessment, and supporting partners to submit the needed documentation for partnerships.

  • Provide support to partners on required partnership documentation such as MoUs, agreements, budgets and supporting documents.
  • Establish and maintain a partnership database that maps out partner capacity, influence, and strategic alignment with DRC programming
  • Issue agreement modification for amendments including obligation increases, budget realignments, and no-cost extensions

MEAL Oversight and Management

• In management of and coordination with the MEAL staff, maintain oversight of the MEAL tasks and commitments through existing MEAL workplans and management tools

• Support, seeking regional support where required, on complex MEAL tasks such as consortia activities

• Lead learning initiatives e.g. workshops for the country teams, Document and disseminate program learning, and incorporate analyses and lessons learned to the country strategy

Ensure regular and on time monitoring, and monthly reporting on all program management aspects including the Work Plan (budget and actual expenses analysis, work-plan progress and updating, data collection and analysis and monitoring of indicators, partner sub-awards).

Consortium Coordination

  • Manage relationships with consortium partner organizations, including organization of review/planning workshops.
  • Lead coordination spaces with consortium partners as kick off meetings, direction committee, technical committee, financial review, etc.

Required experience and competencies

Mandatory:

• At least 4 years experience and success in humanitarian sector;

• Demonstrable experience working in MEAL, project management and coordination;

• Proven ability to secure new funding opportunities and partnerships;

• Excellent written and spoken English

• Strong networking, representation, and negotiation skills;

Strong communication skills

• Excellent computer skills;

Desirable competencies:

Prior experience implementing humanitarian protection projects, ideally with BPRM funding
