FUNCTION
This position will provide technical support to strengthen monitoring, evaluation, learning and systems (MELS) of projects initiatives. S/he will be responsible for output monitoring, for designing study methodologies, independently implementing surveys via recommended digital tools, ensuring data quality, data analysis, and reporting findings to key stakeholders. This position requires more than 50% field works for capacity building of field staff and ensuring accuracy of reported data/figures by the project team.
RESPONSIBILIIES AND DELIVERABLES: (including approximate percentage effort)
Monitoring, Reporting and Documentation (40%)
- Provide technical assistance to the MELS and project teams to ensure the effective implementation of digital output reporting platforms, including both web and applications.
- Ensure that all databases are properly maitained in clean and organized manner, with all data are uploaded in the organization’s management information systems and provide teachical assistance in data analysis to inform project management and facilitate learnings.
- Design survey forms using digital data collection tools eg: Survey CTO, ODK platform and CS Pro as required. Lead the implementation of these surveys, ensuring that they are conduced according to established methodologies.
- Organize routine data quality assessment, and performance monitoring of each sub-award on a semi-annual basis. Implement quality assurance protocols to ensure the reliability and consistency of data collected.
- Coordinate technical service providers to update and handle issues related with MELS reporting platform
Project Management (20%)
- Prepareof Letters of Agreements (LOAs), Memorandums of Understanding (MoU), ammendments, and annual detail implementation plans of sub-awards in a timely and accurately manner.
- Work closely with Project Holders, program teams on project design and budgeting processes ensruing that MELS components are integrated effectively
- Update and manage all project management related documents within the integrated project management system.
Capacity Building of Project Partners(25%)
- Build the capacity of project partners to operationalize the Project M&E system effectively,
- Provide technical assistance to project partners and field team for benchmarking of sub-awards and finalize key performance indicators.
- Assist to prepare project implementation guidelines, forms/formats, policies in close coordination with the field program team.
- Ensure all Heifer processes, Govt compliance requirements are met on time.
- Ensure accuracy, timeliness and quality of all data, reports.
- Facilitate workshops and trainings to build the skills an knowledge of project partners and field staff in MELS practices.
Reporting (10%)
- Prepare periodic project reports in standard format and ensuring quality. This includes progress reports, leveraged resources, report to LGs and SWCs. In addition, we are expecting technical reports of assessment and studies.
- Coordinate finance team on reporting and budget planning, ensuring alignment between financial and MELS reporting
- Track physical and financial project progress against annual plan.
- Provide technical support to preparation of PA, coordinate SWC for evaluation studies and ensure the timely submission of quality reports.
May perform other job-related duties as assigned (5%)
Minimum Qualification
- Bachelor’s degree in Development Studies, Business Administration, Economics or any other social science related field
- Minimum 4 years’ of relevant experience in the similar position.
- Master’s degree in relevant area is preferred.
- Other job-related education and/or experience may be substituted for all or part of these basic requirements
- Knowledge and understanding of project monitoring and evaluation
- Understanding of the current M&E trends and especially M&E systems in development organisations
