About our Programs

RI is active in 15 countries around the world, including some of the most fragile in Africa, Asia, and Middle East. In the Middle East, RI works in Jordan, Yemen, Turkey, Syria, and Lebanon. RI is often the only organization providing assistance to highly vulnerable communities.

RI employs about 5,000 staff and auxiliary workers.

97% of staff are local nationals and there are about 90 international (expat) staff.

 

RI receives funding from a broad range of institutional donors – US, UK, Europe, and the UN, to delivery lifesaving and resilience building programming with communities and local and international partners.  RI supports solutions that reinforce and improve upon existing in-country systems. Where such systems do not exist or are chronically underperforming, RI’s crisis response lays the foundation for long-term, sustainable change.

 

About our Country Program

RI operates in Jordan since 2004, focusing primarily on Education and Livelihoods programming in both camp and host community settings to the most vulnerable communities in Jordan, including both Syrian refugees and Jordanians.

 

Position Summary

This position will be primarily responsible for identifying and leading development of new initiatives, donor pre-positioning, including leading design and lead writing concept notes and proposals in coordination with the Country Office, the Regional and Global Support Offices.

 

About The Role

The Program Development and Quality Director will lead in-country process of identifying funding opportunities, engage with stakeholders and donors supporting Jordan and writing compelling and winning proposals. In collaboration with the Country Director, the PDQ Director will ensure pre-positioning the CO for upcoming opportunities and identify potential partnership opportunities with Jordanian based NGOs and local authorities. The PDQ Director will ensure concept notes and proposals include lessons learned from current programming and learning in similar sectors in other RI country offices that can be replicated in Jordan.

 

Key Responsibilities and Duties

 Strategic Business Development

  • Identify new funding opportunities by monitoring and analysing donor strategies and funding trends.
  • Research and advise the CD on the benefits and risks of pursuing different funding streams in line with the country program’s Strategic Plan.
  • Ensure go-no-go decisions remain in line with country office priorities and the strategy.
  • Lead new program design in close coordination with the CD, SMT, Program Managers and Technical Coordinators.
  • Manage the development and review of concept notes and proposals in coordination with Awards and Partnership Manager.
  • Ensure all proposal outputs are accurate and complete prior to submission.
  • Facilitate open communication with RSO/GSO focal points during proposal development and throughout the grant management cycle.
  • Participate in donor meetings together with the CD as required.
  • Lead on development and design of a funding strategy to operationalise the country office strategy.

 

Partnerships

  • Support the team in country to identify partnership opportunities for upcoming funding opportunities.
  • Assist in ensuring that strategic partnership considerations are incorporated in program design, including in Go / No-Go funding discussions.
  • Ensure the proactive engagement of partners in program development efforts.
  • Promote attitudes and values conducive to collaborative partnerships across the country program.

 

Program Quality

  • Champion an organizational culture where data and participant input are routinely used for decision making and program adaptation.
  • Promote systems which ensure that evidence is used to inform proposal design and theories of change.
  • Ensure all new proposals contain adequate resources to support the delivery of M&E and feedback and accountability to the required standard and promote investment in M&E technology.
  • Ensure robust information management systems to measure program progress, quality, design, and learning.

 

Leadership and Representation

  • Attend meetings with donors and other stakeholder in coordination with CD.
  • Actively engage with donors, partner agencies, and the humanitarian and development community in Jordan to ensure RI is strongly represented in coordination and advocacy efforts, across the program areas

Safeguarding and conduct

  • Uphold and promote RI’s commitment to ensuring the safeguarding and safety of the vulnerable communities we serve.
  • Consistent with RI’s safeguarding and protection policies, contribute to ensuring that all those who come into contact with Relief International staff and the communities we serve can be trusted to work safely with them.
  • Work collaboratively with the Global Safeguarding Manager to advocate for the inclusion of safeguarding activities and resources within program development opportunities.
  • Ability to demonstrate knowledge of donor requirements of safeguarding standards and protection from exploitation and abuse.

Role requirements.

Experience and skills required for the role.

  • Master’s or equivalent in a field related to Humanitarian, International Development, Social Sciences, or relevant fields required.
  • Extensive experience leading proposal development, including the coordination of inputs and drafting of complex documents across multiple departments.
  • Excellent English writing/editing skills and comfort with external representation at a senior level are essential.
  • Experience advising teams and ensuring compliance with donor regulations. Knowledge of USG, SDC, BMZ, GFFO, EU, FCDO, ECHO, UN donors’ requirements an advantage
  • Demonstrated experience in identifying and establishing new partnership opportunities for upcoming funding opportunities.
  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching.
  • Excellent leadership and management skills including coaching, mentoring, and managing teams.
  • Arabic language skills are highly advantageous.
