POSITION SUMMARY

The Program Lead will support the Country Representative (CR) to enhance GGGI’s presence and impact at the country level by identifying project opportunities, securing program resources, developing compelling projects, and ensuring consistency in high-quality delivery. The Program Lead will be responsible for managing the technical coordination within the Nepal program, ensuring synergies between all projects and information sharing between HQ, national level, and sub-national level staff.

S/he will support CR for overseeing the implementation of several projects within the country program, especially e-mobility, renewable energy, sustainable landscapes, and cross-cutting aspects such as social inclusion, gender, communications, and capacity building. S/he will be a key resource for technical advice and problem-solving in achieving desired outcome. Furthermore, the Program Lead will lead program reporting, monitoring, and evaluation of GGGI’s Nepal Country Program and oversee a team of staff and consultants at the national and sub-national levels. Moreover, the Program Lead will lead the operational management of the country program. With guidance from the Country Representative, the Program Lead supports the strategic development of the country program to achieve organizational vision, goals, and objectives.

The Program Lead will provide day-to-day strategic advice internally as well as externally to ensure the impactful delivery of relevant outputs under the program. S/he will also take a role in the high-level representation of GGGI with donors and various stakeholders and thus act as one of the focal representatives of GGGI in the country. The Program Lead will take a major role in developing the country planning, overseeing the development of work plans and budgets, and reviewing and monitoring the country strategy, including implementing the Country Planning Framework. S/he will also contribute to identifying resource mobilization opportunities and support the development of in-country resource mobilization strategies and their execution.

PURPOSE
  • Manage and oversee several of GGGI’s projects in Nepal, especially related to renewable energy, green cities, sustainable landscapes, and cross-cutting aspects such as social inclusion, gender, communications, and capacity building.
  • Develop and lead at least one thematic program and achieve program results
  • Assess the effectiveness of country program delivery and recommend improvements to meet long-term outcomes.
  • Coordinate preparation of annual work plans and budgets and assist in budget reviews.
  • Lead program reporting, monitoring, and evaluation of GGGI’s Nepal country program, both
  • donor and internal reporting.
  • Lead the operational management team of the country program, overseeing functions related to human resources, finance, and procurement.
  • Foster a healthy team culture and ensure a high level of staff engagement.

ENGAGEMENT
  • Develop and maintain strong relationships with key government institutions, donors, development partners, relevant academic institutions, non-governmental organizations, and/or the private sector as key stakeholders of Nepal’s green growth program.
  • Facilitate effective stakeholder dialogues internally and externally to support the GGGI country team, especially in engaging with the government and the private sector.
  • Maintains close communication with technical divisions in HQ on relevant topics to ensure their participation in program delivery for quality outputs.

 

DELIVERY
  • Deliver bi-annual Work Program and Budget, and Monitoring and Reporting processes, including the monitoring of logical framework and work plans.
  • Ensure a strong and systematic impact focused efficient and timely operation of the country program and regular monitoring and evaluation of program results and impacts;
  • Independently organize component(s)/work stream(s) delivery with tight deadlines and manage a team consisting of staff members and consultants.
  • Oversee program-related outsourcing and procurements and ensure that the result in quality products, strong government, and private sector engagements, and well-designed projects
  • Achieve synergies between the various projects of the program and help extract and share lessons learned with GGGI and government partners.
  • Clear and timely reporting on program delivery to the Country Representative and GGGI HQ Responsible for timely project monitoring and reporting, closely working with the component lead, project associate, admin associate, and other project staff under the guidance of the Country Representative.
  • Develop project concept notes and proposals as requested under the guidance of the Country Representative to support Country Office resource mobilization.

 

REQUIREMENTS
QUALIFICATIONS
  • Postgraduate Degree in economics, energy, environmental management, international development, and/or related subjects in green growth, with a minimum of 12 years of experience in managing programs in relevant sectors.
  • Recognized leadership, experience holding leadership positions in the past is preferred;
  • Effective and efficient operational and organizational skills coupled with project management and project coordination experience, including team management and quality assurance.
  • Experience in ERP systems and ability to apply ICT tools in project management is an asset;
  • Experience from government and/or international government organizations highly desirable
  • Experience from working in a developing country will be an important advantage;
  • Strong oral and written English/Nepal is a must. Hindi language skills would be an additional asset.

WORKING CONDITIONS

This position is an X10, national grade level in GGGI’s salary scale. For X10 national grade, the base salary starts from USD 33,564. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
