The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and reducing the burden of disease in low- and middle-income countries. We work at the invitation of governments to support them and the private sector in creating and sustaining high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic to dramatically reduce the price of life-saving drugs and increase access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Background on the Global Markets Team

The CHAI Global Markets Team (GMT) works to build healthy, sustainable marketplaces that ensure the reliable supply of vital medical commodities in low- and middle-income countries. GMT collaborates with life sciences companies, government partners, and other stakeholders to address critical market barriers, such as enabling product availability, negotiating access pricing, and accelerating regulatory pathways.

The team focuses on helping life sciences companies understand which products are needed in these markets, what prices are sustainable, and how to navigate complex regulatory and procurement landscapes. GMT manages relationships with major pharmaceutical and diagnostic companies and leads strategic negotiations, including access programs, licensing agreements, product development partnerships, and volume guarantees.

CHAI’s GMT has played a central role in several high-impact market-shaping initiatives, including:

  • Hepatitis Treatment Breakthrough: In collaboration with The Hepatitis Fund, CHAI secured a pricing breakthrough that reduced the cost of viral hepatitis treatment by over 90% (link).
  • HIV Self-Test Accessibility: CHAI helped broker a historic agreement to offer HIV self-tests for just $1, making them more accessible in low- and middle-income countries (link).
  • Affordable COVID-19 Rapid Tests: Through a global partnership, CHAI facilitated the availability of 120 million affordable, quality COVID-19 rapid tests in low- and middle-income countries(link).
  • Contraceptive Implants Price Reduction: A price reduction agreement for contraceptive implants, leading to a 50% increase in distribution and savings of more than $300 million(link).

Position Details

The Program Manager will develop market-shaping strategies to improve procurement efficiency and affordability of non-communicable disease (NCD) commodities. They will collaborate with the team lead to negotiate access prices and design programs based on strategic priorities. The primary challenge will address procurement and affordability issues across multiple commodities and countries, working collaboratively with other CHAI teams to develop and implement a consolidated strategy to improve procurement efficiency and access pricing. Success in this role will be defined by implementing effective procurement strategies and successful price negotiations, ultimately driving measurable improvements in procurement efficiency and stakeholder satisfaction.

The role requires a path builder who can diagnose and design solutions for procurement inefficiencies and a skilled relationship manager who can build trust and buy-in with various stakeholders. The ideal candidate will be a self-starter who can operate remotely, thriving in dynamic environments where solutions are being developed in real-time. Location & Travel:

CHAI operates as a decentralized organization, allowing flexibility in base location. The position is flexible or in a CHAI program country, subject to the relevant country leadership approval. The role requires international travel of up to 40%, involving cross-regional coordination and stakeholder engagement.

Responsibilities

  • Diagnose procurement inefficiencies and develop solutions to address affordability challenges, collaborating with CHAI teams and external stakeholders.
  • Perform analytical tasks, including demand forecasting, pricing analysis, and market dynamics assessments.
  • Design and implement market-shaping strategies to improve procurement efficiency and affordability of NCD commodities across multiple countries and product areas.
  • Support negotiations with pharmaceutical and diagnostic companies on pricing and access programs and assist the team lead in developing strategic partnerships.
  • Build strong relationships with key stakeholders and help manage a highly political, complex ecosystem of actors with varying interests, including government partners, donors, and life sciences companies, to secure buy-in for market-shaping initiatives.
  • Work with GMT leadership and CHAI teams to align strategies with broader health system goals and achieve program deliverables.
  • Effectively represent CHAI to external partners, donors, and industry forums, ensuring alignment with its strategic priorities.
  • Identify and recommend new initiatives and workstreams aligned with strategic goals, supporting funding opportunities and strategic partnerships through stakeholder engagement.
  • Travel up to 40% to engage with stakeholders, lead negotiations, and represent CHAI at key meetings and events.

Qualifications

  • Minimum of 8 years of relevant work experience, with a strong preference for candidates who have worked in a fast-paced private sector environment and have experience in low- and middle-income countries (LMICs).
  • Proven ability to lead complex projects through all phases (planning, execution, and closure) while managing resources effectively in a matrixed organization.
  • Strong analytical capabilities, including experience with demand forecasting, pricing analysis, and market dynamics assessment. High proficiency in Microsoft Excel, PowerPoint, and Word for strategic analyses and presentations is required.
  • Capable of critical thinking and structured problem-solving within complex and political environments, identifying opportunities for process improvement and efficiency gains.
  • Skilled in building and managing relationships with senior executives, government partners, and key stakeholders to drive market-shaping initiatives.
  • Strong political acuity and diplomatic skills.
  • Demonstrated ability to work across different cultural contexts, preferably with experience in LMICs, and willingness to travel up to 40% of the time internationally.
  • Strong expertise in market shaping instruments, procurement processes, and donor priorities, with experience negotiating access programs and designing procurement strategies.
  • Fluency in English, both written and verbal, is essential for this role
