Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as malaria, tuberculosis, and hepatitis. Our work has also expanded into sexual and reproductive health, cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Program & Role Overview:

In Rwanda, despite notable progress in improving maternal and newborn health outcomes, challenges persist. Post Partum Hemorrhage (PPH) remains the top cause of maternal deaths with maternal mortality ratio still at 203 per 100,000 while complication of prematurity remains the second top cause of neonatal mortality. WHO recommends a comprehensive approach to reduce maternal and neonatal mortality, which includes ensuring the availability and accessibility of essential maternal and newborn health products. The emphasis is on the importance of strengthening health systems through adequate infrastructure, trained healthcare providers, reliable supply chains, and effective referral systems.

Through the Maternal, Newborn, and Child Health Strategic Plan, the Family Planning, and Adolescent Sexual and Reproductive Health Strategic Plan, and the Fourth Health Sector Strategic Plan (HSSP IV), the Government of Rwanda has prioritized sustainable, quality integrated effective interventions for health promotion, prevention, and treatment at every level of the healthcare system. CHAI is collaborating with the Government of Rwanda to strengthen the health system by focusing on commodities, equipment, infrastructure, and human resources to eliminate preventable maternal, stillborn, neonatal, and child deaths and promote the well-being of mothers and newborns.

The Program Manager for SRMNH will supervise the program team, coordinate the entire program work, and assist the government in strengthening the SRMNH service delivery system including improving access to lifesaving commodities, capacity building of health providers on essential maternal and neonatal care. The program Manager will report to the Associate Program Director for Women & Children’s health and Non-Communicable Diseases. CHAI is seeking a highly motivated individual with outstanding credentials, analytical ability, and communication skills. The candidate must be self-driven, adaptable and have a high level of comfort with fast-paced work. The candidate must be self-assured, a fast learner, resilient, and a strong team player and should have proven ability at capacity building of others as this will be an integral part of the role. Responsibilities

As part of the CHAI Country Leadership team, the Program Manager will have the following general responsibilities:

Leadership:

  • To create an environment of continuous learning, where staff are encouraged and supported to grow and are willing to be held accountable for their commitments.
  • To support the Country Leadership in promoting a culture that is inclusive and welcoming.
  • To develop and maintain efficient and effective systems, and ensure compliance with CHAI Policies
  • To provide input towards development of the program budget and budget re-forecasts, with participation of operational and program teams in CHAI Rwanda
  • General Administrative & Operational Responsibilities:
  • Hold the team accountable to CHAI policies, procedures, and guidelines as appropriate; and work with SRMNH global teams to enhance smooth running of the program through standardized procedures and improved support. This may include finance and governance procedures, and staff management.
  • Address staff Safety and Security matters in collaboration with Safety Point Person (SPP).
    Coordinate with the human resource department to ensure full compliance with the applicable laws of Rwanda.
  • Perform any other work-related duties as assigned by the Country Leadership or any other party designated by the employer.

Program Specific Responsibilities:

  • In consultation with the Associate Program Director, pro-actively contribute to the growth of the program in support of the Government of Rwanda priorities.
  • Work closely, on a regular basis with the Maternal, Child, and Community Health Division in the Rwanda Biomedical Center team on strengthening the access and availability of SRMNH services in Rwanda.
  • Effectively engage and manage relationships with key government institutions and other stakeholders.
  • Identify areas where support is needed, plan for and design the programmatic support.
  • Attend high level SRMNH technical working groups; represent CHAI and present evidence to support decision making.
  • Share best practices from other contexts to ensure that knowledge is shared on the strategies, tools and experiences of
  • SRMNH service delivery, and coordinate closely with the global SRMNH team.
  • Perform budget and scenario analysis; help develop strategies to advocate for the changes with key in-country decision makers.
  • Develop coherent and convincing materials related to SRMNH programs for use in country, with suppliers, and with donors.

Qualifications

  • Preferred master’s degree or equivalent in public health or related fields.
  • 5 years’ work experience in a relevant field.
  • Experience living and/or working in developing countries – and working closely with key Government Stakeholders.
  • Excellent written and oral communication skills, including the ability to prepare compelling presentations.
  • Ability to multitask and to be effective in high pressure situations, ability to move at a fast-paced rate.
  • Excellent people management skills and interpersonal skills, especially in cross-cultural settings and highly distributed work environments with demonstrated ability to build relationships quickly.
  • Strong strategic development skills, ability to identify and pursue high-impact strategies in complex, uncertain and evolving environments.
  • Ability to absorb and synthesize a broad range of information, including technical information regarding SRMNH.
  • Ability to work independently on complex projects and proactively manage projects with minimal supervision.
  • High level of proficiency in relevant computer applications particularly Excel, PowerPoint, and Word.
