POSITION TITLE: Program Officer, Clean Energy and Circular Economy GROUP: Energy and Environment (E2)
LOCATION: Arlington, Virginia; Little Rock, Arkansas; or remote within the United States REPORTS TO: Senior Program Manager, Clean Energy and Circular Economy (CE2)
POSITION SUMMARY: Are you passionate about increasing access to clean energy and supporting a circular economy in low/middle income countries? Are you a great project manager and writer with critical thinking skills? And, do you have experience supporting USAID projects? If so, we want you on our team! Winrock’s Energy and Environment (E2) group supports healthy natural environments by developing and implementing solutions to protect natural resources, enhance ecosystem services, address climate change, scale access to clean energy, and reduce pollution. E2’s Clean Energy and Circular Economy (CE2) team works in two fields. Our circular economy portfolio addresses pollution issues including solid waste management and plastic pollution reduction. Under clean energy, we specialize in off-grid solar applications for rural smallholders, including solar water pumps and solar chillers.
Through transaction advisory services, innovative financing, and market acceleration, we mobilize private investment in renewables, clean cooking, and energy efficiency. Currently we work in the Dominican Republic, Ethiopia, Indonesia, Kenya, Malawi, Nepal, Rwanda, South Africa, and Vietnam. The CE2 Program Officer will provide support to assigned projects in the CE2 portfolio in the areas of administration, compliance, stakeholder communication, research, report and proposal preparation, partner engagement, supporting project technical deliverables, and logistics management for travel and events. This position offers the opportunity to exchange insights and learnings with thought leaders on energy and environmental issues facing the Global South. This position requires international travel (approximately 20% time). This is a full-time position (40 hours per week). Candidates must be based in the U.S. and are expected to align work hours with the Eastern time zone.
QUALIFICATIONS: Education: Bachelor’s degree in social sciences, environmental sciences, international development, or related field. Experience: Minimum of four (4) years of experience in international development, especially in home office project management, financial oversight, technical assistance, and donor compliance, including: · Experience writing and editing project reports · USAID project support experience strongly preferred · Experience with one or more of the following technical areas preferred: reducing pollution, clean energy, climate change, forestry, natural resource management, economic development · Experience supporting proposals for US Government or other donors including multilateral development banks, other bilateral funders, and foundations · International work or volunteer experience preferred · Ability to communicate effectively with donors, local partners and host country governments Skills: · Excellent written and oral communication skills for project support, donor and partner relations, and new business development · Fluency in English is required · Competency in Spanish language preferred; competency in a second language other than English strongly preferred · Ability to meet deadlines and manage multiple tasks, and work under pressure while ensuring quality ·
