CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Summary of Position:

The Clinton Health Access Initiative seeks a Program Officer. The Program Officer will support the Senior Technical Advisor for Human Resources for Health and assist the Ministry of Health and Child Care in implementing Human Resources for Health Reforms. The Program Officer’s support will include research, technical, and analytical support in generating and implementing evidence related to optimizing human resources for health. The Program Officer must also provide operational support to the Senior Technical Advisor by forming relationships with Ministry of Health and Child Care personnel at the national and sub-national levels while acting as a communication bridge to identify and implement priority workstreams and activities. The Program Officer must be able to work with a sense of urgency in a rapidly changing environment to ensure results and outputs are achieved on time and show competency to achieve the objective and milestones set regularly. The Program Officer must also ensure they keep up-to-date with the activities of other partners in the HRH space and look for synergies to coordinate activities and maximize outcomes.

This position will be highly challenging and requires “out-of-the-box” thinking in a rapidly changing environment. The Program Officer must also be versatile, can travel to the sub-national level at short notice, and must work well with the Ministry of Health and Child Care provincial-level officials. The position represents an opportunity to work closely with the government at all levels to implement transformational change that directly impacts thousands of patients needing life-saving treatment. It is an opportunity to work closely with a government committed to universal health coverage and build critical skills, tools, and capacity to enable better financial and human resources management. The Program Officer must be hard-working and show diligence, motivation, and initiative to learn in a high-pressure working environment.

• Support the Senior Technical Advisor daily so outputs and workstreams are achieved on time through operational, technical and analytical support.
• Monitor progress and track key indicators for quarterly milestones and objectives for workforce retention, deployment and sustainability for reporting purposes.
• Conduct field visits and work inclusively with officials at the subnational level to generate, test and institutionalize evidence related to Human Resources for Health sustainability.
• Attend meetings and other forums at the national and subnational level to identify issues and opportunities related to Human Resources for Health.
• Assist in developing tools, templates and presentations on evidence generated and workstream priorities to suit various audiences.
• Engage and work with officials at the national level to identify their human resources for health priorities by attending meetings and supporting ongoing work (such as operational planning).
• Support the development of national strategic plans and other documents that provide the roadmap and vision for Human Resources for Health.
• Conduct other ad-hoc and emerging tasks related to evidence generation, implementation, and sustainability of human resources for health programmes.

• Bachelor’s degree in an area related to finance and economics, health economics, engineering or a related degree in public health with a minimum of two years of professional experience.
• Good quantitative skills and competency in using tools like Microsoft Office and other analytical software,
• Demonstrated ability to develop comprehensive reports and presentations highlighting key points and takeaways.
• Good interpersonal skills and abilities to work well with teams and a range of stakeholders.
• Ability to conduct and participate in research and other activities that help demonstrate evidence while suggesting potential solutions for implementation.
• Ability to multi-task and take on ad-hoc requests while managing the existing workload to ensure timely results and output delivery.
• Ability to work independently while demonstrating abilities to learn and improve in a rapidly changing environment.
• Strong attention to detail and competencies to work in a high-pressure environment.
