Overview of CHAI Myanmar support to Viral Hepatitis Elimination

Started in Myanmar in 2013, CHAI’s programs span a broad spectrum of focus areas, including HIV, TB, Malaria, Viral Hepatitis, Sexual and Reproductive Health and Health System Strengthening.

CHAI supported the establishment of a National Hepatitis Control Program (NHCP) in 2015 and supported the NHCP to develop and cost its first ever National Strategic Plan for hepatitis and developed simplified treatment guidelines for hepatitis C and B. CHAI’s support to NHCP covered viral hepatitis diagnostic, clinical care and management and facilitated in the initiation of hepatitis C public sector treatment program. Additionally, CHAI works with other multilateral organizations, manufacturers and suppliers of drugs and diagnostics to increase access to testing and treatment, accelerate entry and uptake of products for HCV testing and treatment, and lower prices.

Position overview

The Hepatitis Program Officer will support the NHCP in Myanmar to strengthen and scale hepatitis services across the country, in line with regional and global WHO guidance. As a core member of CHAI’s country team in Myanmar and along with CHAI’s cross-country hepatitis team, the Hepatitis Program Officer will 1) provide day-to-day technical and operational support to the NHCP, 2) assist technical aspects of the viral hepatitis related training dissemination, and 3) optimize current strategies and develop and execute new strategies focused on the successful prevention and treatment of viral hepatitis.

CHAI is seeking a hepatitis program officer who is a highly motivated, entrepreneurial individual with outstanding problem-solving, analytical and communication skills. The successful candidate must be self-driven, resilient, a fast learner, a strong team player, and have a high level of comfort with ambiguity. This Program Officer reports to the program manager for project progress and ensures the timely delivery of the project outcomes.

This position will be based in Yangon with occasional travel to States/Region as required.

Responsibilities

Project implementation

  • Serve as the focal point for daily interactions related to the programmatic activities and training dissemination
  • Support NHCP with CHAI project related activities as required
  • Organize monitoring meetings and continuous communication with members of the technical working group as required
  • Ensure achievement of project milestones as agreed with the donor and within approved budget
  • Write a progress report and submit to Program Manager on regular basis and as required
  • Support development and monitoring of program budgets and workplans

Technical input

  • Provide technical support to project staff and partners on viral hepatitis
  • Organize and facilitate trainings on above mentioned subjects
  • Contribute technical input for working sessions on hepatitis following the launching of the activities depending on the team and project needs
  • Work with project partners to identify issues/challenges and develop strategies for effective implementation of activities
  • Ensure the effective use and lead the elaboration and implementation of monitoring and evaluation tools
  • Undertake any other duties, as assigned

Communication

  • Prepare minutes of meetings and pass them to the consortium
  • Lead the preparation of required reports to cross-country team and donors
  • Work as part of a team, liaise with cross-country team and other departments to ensure effective communication across the organization

Qualifications

  • Bachelor’s degree and/or Master’s degree in public health or related health science degree
  • At least 3 years of professional experience in a demanding and results-driven environment
  • Strong written and oral communication skills in English and Burmese, with the ability to prepare compelling presentations
  • Excellent understanding of Microsoft Office with proficiency in Excel, PowerPoint, and Word
  • Ability to absorb and synthesize a broad range of information, including technical information on HBV and HCV
  • Exceptional problem-solving skills and quantitative and qualitative analytical capabilities
  • Strong diplomacy, interpersonal and communication skills and ability to build and nurture relationships with a range of stakeholders in a challenging multicultural environment
  • Ability to multi-task and to be effective in high-pressure situations
  • Ability to work on complex problems without extensive support, prioritize work requirements, and meet deadlines

Advantages

  • Experience working in monitoring and evaluation-related fields with a focus on infectious disease program management and evaluation
