JOB SUMMARY: Since 2009, CARE has lead an innovative program called the Learning Tours. The goal is to take policymakers, government leaders and change-makers on short, intensive trips where they meet the people whose lives are being transformed through U.S. investments. We believe when leaders meet the women and families behind the statistics, they will be inspired and motivated to lead change. This key position is responsible for providing the Learning Tours program specifically, and our policy and advocacy department broadly, with a wide range of support including logistical such as booking flights and managing supplies; programmatic such as research and writing and delegation management; and administrative such as scheduling meetings and processing invoices.

 

The most significant role of the Program Officer is to work with our delegations of congressional staff, members of Congress, corporate partners, donors, media, and CARE staff prior to a Learning Tour to ensure they are fully prepared and all needs have been met before departure. The Program Officer will also support the development and research of trips and related advocacy, strategic engagement and management of our Learning Tour alumni network and event planning and management. This position will represent the Learning Tours team and CARE with high-level delegations as well as other NGOs, governments and multilaterals and communities in which CARE operates. The Program Officer works independently providing support on a daily basis to the Learning Tours Director in collaboration with the Learning Tours Senior Program Manager and the USPPA Program and Events Manager. This position operates in a fast paced, high stress, and ever-changing environment. This role is integral to CARE’s role in protecting USG-funded foreign assistance and furthering CARE’s policy goals related to global health, food and nutrition security, gender and humanitarian response.

 

RESPONSIBILITIES: Logisitics Management Research and manage all external vendors per program’s needs including vehicles, interpreters, videographers, venues, caterers, restaurants, etc; being main liasion with COs when necessary; negotiate vendor rates when necessary Main liasion between Learning Tours team and AP, managing all vendor contracts and approvals; handling invoices and TER submissions for consultants and LT Director Manages delegate and staff logistical preparations and needs including flights, visas, hotel and restaurant reservations, trip supplies etc Manage trip manifests and prep documents Ensures LT workplans and weekly status updates are updated on a weekly basis at minimum Programmatic Support Schedule team meetings, internal brownbags, pre-trip preparation meetings and team retreats Support on LT communications materials as needed, including but not limited to breifing books, recruitment materials, and trip reports Support USPPA Program and Event Manager on events as needed Support Senior Program Manager, USPPPA Program and Event Manager, and Director on Learning Tour trips planning and execution Support team reflection and learning, compiling feedback across delegations and trip reflections to ensure our team is always improving Support on grant reporting as needed Cross Department Coordination Participate in cross-departmental strategy meetings as relevant, report back to team as needed Maintain updated LT Alumni database and liase with LT Director andeparment to develop and execute LT alumni cultivation strategies Work with interns and other functional teams to draft pre-trip staff preparation materials, including power maps, trip host resources, staff scopes of work, etc.

 

QUALIFICATIONS: College degree in relevant field or professional experience equivalent Basic computer literacy
