Alive and Thrive (A&T) is an initiative to save lives, prevent illness, and ensure healthy growth and development. In East Asia Pacific (EAP), A&T provides strategic technical assistance to governments and a network of local partners with focus on eight countries (Cambodia, Indonesia, Laos, Myanmar, Papua New Guinea, the Philippines, Thailand, and Viet Nam) to facilitate policy and system reforms aimed at increasing investment and creating an enabling environment for maternal, infant, and young child nutrition. A&T is seeking a qualified and motivated Vietnamese candidate to serve as a temporary Program Officer – Monitoring, Learning and Evaluation (MLE) for six-month period. The position is based in our office in Hanoi.

Main responsibilities:

The Program Officer – MLE provides technical and coordination support for program activities with an emphasis on MLE for the Alive & Thrive initiative in Viet Nam and other EAP countries.

  • Program support: Provide program support to the workplan management and execution of A&T in Viet Nam. Ensure to increase the uptake of A&T center of excellence for breastfeeding, human milk bank service approaches, tools and materials including procedures, criteria, guidelines, protocols, checklists, etc.
  • Monitoring, Learning and Evaluation (MLE): Support design, adaptation and execution of performance monitoring and accountability tools; assessment, surveys and evaluations, and implementation researches of A&T in collaboration with team members, partners and contractors. Oversee data management, analysis, documentation and dissemination.
  • Documentation and dissemination: Contribute to the documentation, dissemination and reporting of Alive & Thrive activities, experiences and results for partner and donor updates, publications, social media and relevant communication channels. Facilitate knowledge exchange and cross-country & cross-donor learning as appropriate.
  • Representation and engagement: Represent Alive & Thrive in events with relevant local governments (national & subnational), health facilities, UN agencies, development partners, private sector, working groups and networks.

Experience and abilities for the position:

  • Bachelor’s degree or equivalent in nutrition, health, statistics, or related field or related fields or commensurate experience. Higher degree is preferable.
  • At least 3 years’ experience on medical and public health issues, particularly breastfeeding, nutrition, maternal and newborn care
  • Experience with data management, analyses and dissemination is a must
  • Familiar with quantitative data collection techniques and approaches.
  • Well-developed written and oral communication skills in both Vietnamese and English.
  • Organized person with attention to detail and ability to thrive under pressure.
  • Ability to work well with teams, implementing agencies and government counterparts.
  • Computer proficiency in word processing, databases, and spreadsheets with advanced skills in at least two of the following programs: Excel & Power Query, Power BI, SPSS, SQL, Stata, Epi Info.
