About UNAIDS:
Serving Communities and Countries to End Inequalities and AIDS
We, the Joint United Nations Programme on HIV/AIDS, lead the global effort to end AIDS as a public health threat by 2030. By placing the Sustainable Development Goals (SDGs) related to reduction of inequalities at the heart of our work, we lead the global response to AIDS by: (i) maximizing equitable and equal access to HIV services, (ii) breaking down barriers to achieving HIV outcomes, and (iii) integrating efficient HIV responses into wider health and protection systems.
We are committed to creating an equal, safe and empowering workplace culture where all people in all their diversity thrive. We live our values of Commitment to the AIDS Response, Integrity and Respect for Diversity. You can access the full UNAIDS Competency Framework on the UNAIDS website.
MANDATE OF THE DEPARTMENT:
The Regional Office for Eastern and Southern Africa provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the Regional Office promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.
The UNAIDS Country Office (UCO) in Malawi provides leadership and coordinates the expanded UN system response on a national level, scaling up rights-based HIV services for all, focusing on underserved populations including key populations, women and girls, people living with HIV and locations most at risk. The UCO also works to ensure that equitable financing for the HIV response and broader health systems is available. It further promotes effective use of strategic information to better understand and track the epidemic and its trends, and to measure progress and sustainable impact of the response. It strengthens the capacities of communities and their meaningful engagement in health, social protection, and human rights strategies and mechanisms, and provides support and technical guidance as necessary to national partners and policymakers.

Collaborating with community members, in a way that will identify barriers and enablers to accessing and utilizing HIV services, is pivotal to the national response to HIV and ensures programming is tailor made to respond to the bottlenecks pulling back program progressive efforts. In this context, UCO Malawi has been managing the CDC/PEPFAR Community Led Monitoring (CLM) grant since 2020. CLM provides the structure and mechanism through which community data can have a sustainable impact on service quality. The general aim of the CDC/PEPFAR-supported CLM in Malawi is to expand community monitoring for social accountability and improved access to HIV services, in 6 priority districts and 33 health and community facilities, achievable through the following objectives:

1.Identify barriers to access high-quality health services in health facilities and communities.
2.Refer and track identified barriers to relevant authorities for resolutions.
3.Strengthen community voices to influence HIV and TB policies and strategy development.
4.Improve provision of differentiated HIV testing services, antiretroviral therapy (ART) initiation and retention and the proportion of eligible ART clients with a documented viral load result (viral load coverage).

Main tasks and Responsibilities of the Position:
Under the overall leadership of the UNAIDS Country Director (UCD) and the direct supervision of the Programme Manager CLM, the selected Programme Assistant will be required to:

Provide programme and administrative support to the Community-led monitoring project internally and to partners.
Review and perform verification of final financial report and monthly reports.
Processing transactions related to CLM in the corporate ERP solution including Travel and Procurement transactions.
Processing of Value Added Tax (VAT) claim for CLM Project.
Provide necessary templates to use when contracting and reporting and support completion of all required templates to fulfill administrative and procurement procedures.
Provide logistical support during meetings, workshops, and conferences for CLM.
Support in undertaking project-related asset verification exercise.
Perform other related duties as assigned.
