ORGANIZATIONAL CONTEXT

Since 2019, WFP’s Algeria country office was implementing its Interim Country Strategic Plan (2019–2024) which has two strategic outcomes and four activities that contribute to the achievement of Sustainable Development Goal 2, achieving Zero Hunger.
The strategic outcomes are derived from stakeholder consultations and have the aim of ensuring the food security and nutrition of the Sahrawi refugees, in collaboration with WFP’s partners.
In this interim country strategic plan, consideration of nutrition issues will be systematically mainstreamed into all WFP interventions. General food assistance will be designed to provide as nutritious and diverse food basket as possible. School feeding activities will be nutrition-sensitive and gender-responsive to address nutrition concerns. A new approach will be taken to resilience building, supporting institutional and individual capacity strengthening through various complementary livelihood activities, and enhancing synergies and cross-fertilization among activities and with partners’ operations.
Under strategic outcome 1, WFP will meet basic food needs in the camps through the provision of unconditional food assistance, nutrition-sensitive school feeding and complementary livelihood activities. Strategic outcome 2 has the aim of improving the nutrition status of targeted, vulnerable camp residents through the treatment of moderate acute malnutrition in pregnant and breastfeeding women and girls, children aged from 6 to 59 months, girls and boys and the prevention of malnutrition in pregnant and breastfeeding women and girls. WFP will address malnutrition and contribute to anemia reduction by improving prevention and treatment, raising awareness of good nutrition and ensuring that all of its interventions are nutrition sensitive. Efforts will be made to revitalize discussion and coordination of nutrition activities with stakeholders.
To deliver food and nutrition assistance, WFP is using both in-kind and cash transfer modalities. Cash modality in the form of e-voucher is mainly applied for acute malnutrition prevention programme for pregnant and breastfeeding women. The e-voucher aims to allow beneficiaries to purchase fresh food (fruits, vegetables, meats, and fish) in the local market with selected retailers to contribute to improved dietary diversity of the pregnant and breastfeeding women in Sahrawi refugee camps near Tindouf in Algeria.

JOB PURPOSE:

To provide effective specialized support and technical analyses to WFP Tindouf CBT activities. The incumbent will operate under the direct supervision of the Programme Officer CBT.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Head of Programme (HoP), the Programme Associate will be responsible for the following tasks and functions:

1. Provide technical support and assist in the development and implementation of CBT activities in alignment with wider WFP Programme policies and guidelines:
   • Perform accurate, timely recording of data related to the implementation of CBT activities and ensure consistency of information presented to internal and external stakeholders
   • Prepare a range of reports and data analysis (e.g., CBT assistance needs, resource utilization, Programme status, performance) highlighting trends/issues to enable informed decision making and ensuring deliverables adhere to corporate standards and quality control.
   • Liaise with internal counterparts (the cash working group members) to enable effective collaboration, implementation, and monitoring of ongoing project activities.
   • Contribute to the development of monitoring plans in coordination with Field Office M&E for CBT cash distributions, Post Distribution Monitoring (PDM), as well as the review of transfers in the WFP system and food prices monitoring.
   • Act as a point of contact for resolution of a range of operational queries and problems related to CBT activities.
   • Design and implement educational and communication activities related to CBT.
2. Build sustainable partnership to get ownership and effective collaboration around WFP nutrition and CBT programme:
   • Ensure End-to-end Field Level Agreement (FLA) process management and compliance assurance.
   • Establish and implement Cooperating Partner (CP)’s capacity building based on Cooperating Partners ‘performance evaluation, requests and risk assessment.
   • Conduct bilateral meetings with CP’s and regularly supervise activities supported by WFP and the partner in the camps.
   • Ensure regular and timely FLA tracking based on required data and indicators.
   • Ensure quality and timely CP reports and payments.
3. Ensure the implementation of the cross-cutting activities under CBT programme mainly gender, protection and accountability to affected people including the management of the complaints and feed-back mechanism related to CBT activities.
4. Carry out any other function that is requested within their area of responsibility.

FUNCTIONAL CAPABILITIES

STANDARD MINIMUM QUALIFICATIONS

Education:

Completion of Higher Secondary School education, preferably supplemented with a university degree in Business Administration, Project management, international development, Supply Chain management, Sales, or relevant fields.

Experience:

• Minimum six years of work experience in programmes with at least three years in managing cash-based transfer project including e-voucher modality for nutrition purpose.
• Good understanding of the Saharawi refugee context in terms of food security, nutrition, and livelihood challenges.
• Experiences in working in challenging environment such as in Saharawi refugee camps will be as asset

Knowledge & Skills:

• Familiarity with Agenda 2030 and respective targets – particularly SDG1, SDG2 and SDG17 – and how the work of WFP can contribute to achieving them.
• Familiarity with WFP’s mandate, Country Strategic Planning process, intervention modalities, programme and project lifecycle tools, implementation, monitoring, and evaluation desirable.
• Strong knowledge of Saharawi refugee context and humanitarian needs.
• Ability to produce high-quality written outputs in the working language.
• Ability to work independently in a timely and organised manner.
• Proficient in advanced usage of MS Office, particularly Excel.

Language:

Fluency in both spoken and written communication in Arabic and English is a requirement. Proficiency in French at an intermediate level is expected, and knowledge of Spanish is considered an asset.
